การศึกษาครั้งนี้ มีวัตถุประสงค์ดังน

การศึกษาครั้งนี้ มีวัตถุประสงค์ดังนี้ 1) ศึกษากลยุทธ์การนำนโยบายและกลยุทธ์การบริหารกิจการคณะสงฆ์จังหวัดชลบุรี 2) ศึกษาความสัมพันธ์ของกลยุทธ์ที่มีอิทธิพลต่อการสร้างความสำเร็จในการนำนโยบายสู่การปฏิบัติ 3) เพื่อนำเสนอกลยุทธ์ที่มีอิทธิพลต่อการสร้างความสำเร็จต่อการบริหารกิจการคณะสงฆ์จังหวัดชลบุรี กลุ่มตัวอย่างที่ใช้ศึกษา ได้แก่ พระสังฆาธิการระดับผู้ปกครองในเขตจังหวัดชลบุรี จำนวน 322 รูป เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถาม วิเคราะห์โดยใช้สถิติพื้นฐาน คือ สถิติเชิงพรรณนา ได้แก่ การหาค่าเฉลี่ย (mean) และส่วนเบี่ยงเบนมาตรฐาน (standard deviation) ใช้การวิเคราะห์เนื้อหา (Content analysis) ในลักษณะการบรรยาย
ผลการวิจัยพบว่า
1. กลยุทธ์การนำนโยบายและกลยุทธ์การบริหารกิจการคณะสงฆ์ จังหวัดชลบุรี โดยรวม 6 ด้าน แปลผลค่าเฉลี่ยในภาพรวมอยู่ในระดับมากที่สุด โดยมีค่าเฉลี่ยที่ 4.27 เมื่อพิจารณาเป็นรายด้านเรียงลำดับจากมากไปหาน้อย พบว่า ด้านการสาธารณสงเคราะห์ อยู่ในระดับมากที่สุด มีค่าเฉลี่ยที่ 4.47, ด้านการศาสนศึกษา อยู่ในระดับมากที่สุด มีค่าเฉลี่ยที่ 4.41, ด้านการเผยแผ่พระพุทธศาสนา อยู่ในระดับมากที่สุด มีค่าเฉลี่ยที่ 4.35, ด้านการสาธารณูปการ อยู่ในระดับมากที่สุด มีค่าเฉลี่ยที่ 4.26, ด้านการศึกษาสงเคราะห์ อยู่ในระดับมาก มีค่าเฉลี่ยที่ 4.15 และด้านการปกครอง อยู่ในระดับมาก มีค่าเฉลี่ยที่ 3.97 ตามลำดับ
2. ความสัมพันธ์ของกลยุทธ์ที่มีอิทธิพลต่อการสร้างความสำเร็จในการนำนโยบายสู่การปฏิบัติในแต่ละด้าน ดังนี้ 1) ด้านปกครอง มีค่าเฉลี่ยมากที่สุดได้แก่ ให้ความรู้ฝึกอบรมแก่บรรพชิต คฤหังถ์ และศิษย์วัด 2) ด้านการศาสนศึกษา มีค่าเฉลี่ยมากที่สุดได้แก่ ตรวจตราเยี่ยมเยียนสำนักศาสนศึกษาทั้งนักธรรมและบาลี 3) ด้านการศึกษาสงเคราะห์ มีค่าเฉลี่ยมากที่สุดได้แก่ ช่วยเหลือด้านอุปกรณ์การศึกษาแก่สถานศึกษา 4) ด้านการเผยแผ่พระพุทธศาสนา มีค่าเฉลี่ยมากที่สุดได้แก่ จัดให้มีศูนย์ปฏิบัติธรรมขึ้นในวัดและมีพระอาจารย์สอนการปฏิบัติธรรม 5) ด้านการสาธารณูปการ มีค่าเฉลี่ยมากที่สุดได้แก่ การแต่งตั้งคณะกรรมการวัดเพื่อจัดการด้านสาธารณูปการ และ 6) ด้านการสาธารณสงเคราะห์ มีค่าเฉลี่ยมากที่สุดได้แก่ การบรรเทาช่วยเหลือผู้ประสบภัยธรรมชาติ เช่น อุทกภัย อัคคีภัย ธรณีพิบัติ เป็นต้น
3. กลยุทธ์ที่มีอิทธิพลต่อการสร้างความสำเร็จต่อการบริหารกิจการคณะสงฆ์ จังหวัดชลบุรี พระสังฆาธิการที่มีตำแหน่งในปัจจุบัน คือ ผู้ช่วยเจ้าอาวาส รองเจ้าอาวาส เจ้าอาวาส และเจ้าคณะผู้ปกครองทุกรูป นำนโยบายการบริหารกิจการคณะสงฆ์ ทั้ง 6 ด้าน ได้แก่ ด้านการปกครอง ด้านการศึกษา ด้านการศึกษาสงเคราะห์ ด้านการเผยแผ่ ด้านสาธารณูปการ และด้านการสาธารณะสงเคราะห์ ไปสู่การปฏิบัติตามการตามเวลาและโอกาสอย่างเคร่งครัดสมกับการปฏิบัติภารกิจของทางคณะสงฆ์
