ตามพระราชบัญญัติการส่งเสริมการอนุรักษ์พลังงาน กำหนดให้มีการตรวจสอบและรับรองการจัดการพลังงานเป็นอำนาจของพนักงานเจ้าหน้าที่ตามมาตรา 47 (3) หรือบุคคล หรือนิติบุคคลที่อธิบดีกรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงานอนุญาต แต่เนื่องจากปัจจุบันอธิบดียังไม่มีการอนุญาตให้บุคคลหรือนิติบุคคลใดทำหน้าที่ดังกล่าว ดังนั้นจึงขอให้เจ้าของโรงงานควบคุมจัดส่งเฉพาะรายงานการจัดการพลังงานประจำปี 2556 ภายในเดือน มีนาคม 2557
