ปัจจัยที่มีผลต่อการนำนโยบายพัฒนาชุมชนตามแนวทางปรัชญาเศรษฐกิจพอเพียงไปปฏิบัติของเทศบาลในภาคตะวันออก มี 3 ด้าน คือ 1) ด้านการนำนโยบายไปปฏิบัติ มี 4 ตัวแปร ได้แก่ วัตถุประสงค์ โครงสร้างระบบราชการ มีการวัดผลและประเมินผลได้ การสนับสนุนทางการเมือง โดยสามารถทำนายประสิทธิผลการบริหารจัดการเทศบาลได้ร้อยละ 51.30 (Adjusted R2 =.513) ที่ระดับนัยสำคัญทางสถิติ .05 2) ด้านเศรษฐกิจพอเพียง มี 5 ตัวแปร ได้แก่ สิ่งแวดล้อม ทรัพยากรธรรมชาติ การสนับสนุน ทุนทางสังคม การรวมกลุ่มชุมชนเข้มแข็ง โดยสามารถทำนายประสิทธิผลการบริหารจัดการเทศบาล ได้ร้อยละ 51.10 (Adjusted R2 =.511) ที่ระดับนัยสำคัญทางสถิติ .05 และ 3) ด้านการพัฒนาชุมชน มี 4 ตัวแปร ได้แก่ การมีส่วนร่วมของประชาชน ภาวะผู้นำที่เหมาะสม ทุนมนุษย์ที่เหมาะสม การมีธรรมาภิบาล โดยสามารถทำนายประสิทธิผลการบริหารจัดการเทศบาลได้ร้อยละ 45.40 (Adjusted R2 =.454) ที่ระดับนัยสำคัญทางสถิติ .05
