3.ยานพาหนะปลอดภัย

4.ผู้ใช้รถใช้ถนนอย่างปลอดภัย

ซึ่งทั้ง 4 เสาหลักจะเป็นหน้าที่ความรับผิดชอบของกรมการขนส่ง และกรมป้องกันและบรรเทาสาธารณภัย (ปภ.)

ส่วนเสาที่ 5.การตอบสนองหลังเกิดอุบัติเหตุ เป็นหน้าที่โดยตรงของ สธ. ซึ่งได้ออก 4 มาตรการมารองรับเอาไว้แล้วคือ

1.สนับสนุนให้แต่ละจังหวัดมีฐานข้อมูล วิเคราะห์ข้อมูลเพื่อหาปัจจัย สาเหตุของการเกิดอุบัติเหตุ

2.สายด่วนรับแจ้งเหตุ
