-สร้างหลักประกันด้านรายได้และส่งเสริมการออมเพื่อวัยหลังเกษียณ
-ส่งเสริมการทำงานของผู้สูงอายุและขยายกำหนดการเกษียณอายุ
-สร้างความเข้มแข็งให้แก่ระบบครอบครัวและชุมชน
