การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพ ปัญหาและข้อเสนอแนะการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลแม่อาย อำเภอแม่อาย จังหวัดเชียงใหม่ ประชากร ได้แก่ คณะกรรมการบริหารศูนย์พัฒนาเด็กเล็ก ผู้บริหาร ครู ผู้ช่วยครูผู้ดูแลเด็ก จำนวน 95 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม วิเคราะห์ข้อมูลโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน มีสรุปผลการวิจัย
การจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลแม่อาย อำเภอแม่อาย จังหวัดเชียงใหม่ โดยรวม อยู่ในระดับปานกลาง ( = 3.24) เมื่อพิจารณาเป็นรายด้านเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านกระบวนการ อยู่ในระดับปานกลาง ( = 3.35) ด้านผลผลิต อยู่ในระดับปานกลาง ( = 3.21) ด้านปัจจัยพื้นฐาน อยู่ในระดับปานกลาง ( = 3.15)
ปัญหาการดำเนินงาน คือ งบประมาณที่มาสนับสนุนด้านการศึกษามีไม่เพียงพอ ครูผู้ดูแลเด็ก ยังขาดความรู้ความใจถึงวิธีการประเมินพัฒนาการที่ถูกต้องและไม่ให้ความสำคัญในการประเมินพัฒนาการของเด็ก และผู้เรียนยังไม่กล้าแสดงออกเท่าที่ควร
ข้อเสนอแนะการดำเนินงาน คือ เทศบาลควรจัดสรรงบประมาณ จัดหาวัสดุและอุปกรณ์ให้เพียงพอที่มีคุณภาพ และทันสมัย
