ลักษณะการปกครองสมัยสุโขทัยแบ่งได้ 2 ระยะ คือ การปกครองสมัยสุโขทัยตอนต้น เริ่มจากรัชสมัยพ่อขุนศรีอินทราทิตย์ไปถึงสิ้นรัชสมัยพ่อขุนรามคำแหงมหาราช กับการปกครองสมัยสุโขทัยตอนปลาย นับจากรัชสมัยพระยาเลอไท ไปจนกระทั่งอาณาจักรสุโขทัยหมดอำนาจลง
การปกครองสมัยสุโขทัยตอนต้น ( พ.ศ. 1792 – 1841)
