พ.ศ. 2542 แก้ไขเพิ่มเติม (ฉบับที่ 2) 2545 มีการจัดการศึกษา 3 รูปแบบ คือ การศึกษาในระบบ การศึกษานอกระบบ และการศึกษาตามอัธยาศัย
การศึกษาในระบบเป็นแบบ 6 : 3 : 3 โดยจัดการศึกษาเป็น 2 ระดับ คือ
1. การศึกษาขั้นพื้นฐาน ได้แก่
1.1 การศึกษาก่อนระดับประถมศึกษา เป็นการจัดการศึกษาให้แก่เด็กที่มีอายุ 3-6 ปี
1.2 การศึกษาระดับประถมศึกษา ใช้เวลาเรียน 6 ปี
1.3 การศึกษาระดับมัธยมศึกษาตอนต้น ใช้เวลาเรียน 3 ปี
1.4 การศึกษาระดับมัธยมศึกษาตอนปลายใช้เวลาเรียน 3 ปี แบ่งเป็น2 ประเภท ได้แก่ ประเภทสามัญศึกษา
