สำนักงานปลัดกระทรวงศึกษาธิการจึงได้ลงนามความร่วมมือกับหน่วยงานและองค์กรระหว่างประเทศจากประเทศเจ้าของภาษา ได้แก่ บริติช เคานซิล และสถานเอกอัครราชทูตนิวซีแลนด์ สถานเอกอัครราชทูตฝรั่งเศส สถานเอกอัครราชทูตเยอรมัน สถานเอกอัครราชทูตญีปุ่น และมหาวิทยาลัยกุ้ยโจว เพื่อดำเนินโครงการอาสาสมัครสอนภาษาต่างประเทศโดยเชิญชวนให้นักศึกษาที่อยู่ในช่วงปิดภาคการศึกษาจากประเทศที่ใช้ภาษาอังกฤษ ภาษาฝรั่งเศส ภาษาเยอรมัน ภาษาญี่ปุ่น ภาษาจีน เข้ามาช่วยสอนภาษาทั้งในระยะสั้น
และระยะยาวเพื่อให้นักเรียนและครูได้เรียนรู้ และพัฒนาทักษะด้านภาษากับเจ้าของภาษาโดยตรง รวมทั้งเพื่อส่งเสริมการแลกเปลี่ยนวัฒนธรรมเพื่อสร้างความเข้าใจอันดีระหว่างไทยกับต่างประเทศด้วย ทั้งนี้ สำนักงานปลัดกระทรวงศึกษาธิการจัดประชุมสัมมนาผู้ช่วยสอนภาษาอังกฤษและสถานศึกษาที่เข้าร่วมโครงการก่อนไปปฏิบัติงานในสถานศึกษาต่างๆ และสถานศึกษารับผิดชอบค่าที่พัก และค่าใช้จ่ายประจำวันให้แก่ผู้ช่วยสอนตลอดระยะเวลาการปฏิบัติงาน โดยในปีงบประมาณ 2558 สำนักงานปลัดกระทรวงศึกษาธิการได้ดำเนินโครงการ
