ในปี พ.ศ.2483  กองทัพอากาศได้จัดตั้งกองการบินพลเรือนขึ้นเพื่อดำเนินงานเกี่ยวกับการบิน ระหว่างประเทศ และอีก 8 ปีต่อมาก็ได้ยกฐานะจากกองเป็นกรม และได้ปรับปรุงสนามบินดอนเมืองเป็นท่าอากาศยานสากลเรียกว่า  "ท่าอากาศยานดอนเมือง” ก่อนเปลี่ยนมาใช้ชื่ออย่างเป็นทางการว่า " ท่าอากาศยานกรุงเทพ ” เมื่อวันที่ 21 มิถุนายน พ.ศ.2498 ต่อมา รัฐสภาได้ตราพระราชบัญญัติว่าด้วยการท่าอากาศยานแห่งประเทศไทย พ.ศ.2522 โดยกำหนดให้จัดตั้งการท่าอากาศยานขึ้นเรียกว่า การท่าอากาศยานแห่งประเทศไทย หรือ ทอท. และให้ใช้ชื่อภาษาอังกฤษว่า Airports Authority of Thailand ย่อว่า AATโดยมีพนักงาน ทอท.ได้เข้าปฏิบัติงานตามพระราชบัญญัตินี้  เมื่อวันที่ 1 กรกฎาคม พ.ศ.2522  จึงได้ถือเอาวันนี้เป็นวันสถาปนา ทอท.
