ซึ่งต้องให้พรรคการเมือง ที่สมาชิกสภาผู้แทนราษฎรสังกัดนั้นมีมติให้เสนอให้ และต้องมีสมาชิดสภาผู้แทนราษฎร ไม่น้อยกว่า 20 คนรับรอง แต่ถ้าเป็นร่าง พระราชบัญญัติเกี่ยวด้วยการเงินจะเสนอได้ ต้องมีคำรับรองของนายกรัฐมนตรี
(3) โดยผู้มีสิทธิเลือกตั้งไม่น้อยกว่า 50,000 คน
