3.การมีภูมิคุ้มกันที่ดีในตัว หมายถึง การเตรียมตัวให้พร้อมรับผลกระทบ และการเปลี่ยนแปลงด้านต่าง ๆ ที่จะเกิดขึ้นโดยคำนึงถึงความเป็นไปได้ของสถานการณ์ ต่าง ๆ ที่คาดว่าจะเกิดขึ้นในอนาคตทั้งใกล้ และไกล
