          ประเทศไทย โดยเฉพาะอย่างยิ่งแหล่งชุมชนแออัดและที่ตั้งบ้านเรือนอยู่ริมแหล่งน้ำกำลังประสบปัญหาภาวะน้ำเน่าเสียเช่นนี้ ซึ่งยิ่งนับวันจะมีความรุนแรงเป็นทวีคูณ และส่งผลกระทบต่อสภาพแวดล้อมต่อส่วนรวมและเป็นภาระอันยิ่งใหญ่ในปัจจุบัน
          พระบาทสมเด็จพระเจ้าอยู่หัว ทรงห่วงใยต่อสุขภาพของประชาชนที่อาศัยอยู่ในแหล่งชุมชน ได้เสด็จพระราชดำเนินทอดพระเนตรสภาพน้ำเสียในพื้นที่หลายๆ แห่ง หลายครั้ง ทั้งในกรุงเทพฯ ปริมณฑลและต่างจังหวัด พร้อมทั้งได้พระราชทานพระราชดำริเรื่องการแก้ไขน้ำเน่าเสีย เริ่มด้วยการแก้ไขน้ำเสียรูปแบบง่าย ในช่วงแรกระหว่าง พ.ส. 2527 ถึง พ.ศ.2530 โดยการใช้น้ำที่มีคุณภาพดีช่วยบรรเทาน้ำเสียบ้าง ใช้วิธีกรองน้ำด้วยผักตบชวาบ้าง ซึ่งก็จะได้ผลเพียงระดับหนึ่งเท่านั้น ต่อมาตั้งแต่ พ.ส.2531 เป็นต้นมา สภาพความเน่าเสียของน้ำที่บริเวณต่างๆ มีความรุนแรงยิ่งขึ้น การแก้ไขน้ำเสียรูปแบบดังกล่าวข้างต้นไม่ได้ผลเท่าที่ควร จำเป็นต้องนำเครื่องกลเติมอากาศเข้าช่วยบำบัดน้ำเสียอีกทางหนึ่งด้วย จึงพระราชทานแนวพระราชดำริให้ประดิษฐ์เครื่องกลเติมอากาศแบบไทยทำ ไทยใช้ขึ้นมา เมื่อวันที่ 24 ธันวาคม 2531 โดยมีวัตถุประสงค์ที่จะช่วยเหลือรัฐบาลเพื่อบรรเทาน้ำเน่าเสียแบบใช้ค่าใช้จ่ายน้อย ไปตามที่ต่างๆ
