ทางกรุงเทพมหานครได้มีความพยายามผลักดันให้มีโครงการ “กรุงเทพฯ สู่เมืองคาร์บอนต่ำ” เพื่อนำร่องในการศึกษาและพัฒนาองค์ความรู้ภายใต้หลักการสังคมคาร์บอนต่ำ โดย ส่งเสริมการจัดกิจกรรมสร้างเครือข่ายองค์กรทั้งภาครัฐและภาคเอกชนในพื้นที่กรุงเทพฯ การพัฒนาต้นแบบการดำเนินงานขององค์กรที่ประสบความสำเร็จในการส่งเสริมการใช้พลังงานไฟฟ้าอย่างมีประสิทธิภาพ ทั้งด้านการใช้เทคโนโลยีประหยัดพลังงานไฟฟ้า และการปรับเปลี่ยนพฤติกรรมของบุคลากรในแต่ละองค์กร รวมถึงการเผยแพร่แนวทางในการลดปริมาณคาร์บอนผ่านองค์ความรู้ด้านการส่งเสริมการใช้พลังงานไฟฟ้าอย่างมีประสิทธิภาพ

สำหรับการดำเนินโครงการของกรุงเทพมหานครได้ใช้ยุทธศาสตร์หลักที่สำคัญ4 ด้าน คือ ปลูก (เพิ่มพื้นที่สีเขียว) ปล่อย (เพิ่มประสิทธิภาพในการจัดการของเสีย) ปิด (ส่งเสริมการใช้พลังงานอย่างชาญฉลาด) และ ปรับ (เปลี่ยนพฤติกรรมการบริโภคอย่างยั่งยืน) เพื่อผลักดันให้กรุงเทพมหานครก้าวสู่สังคมคาร์บอนต่ำผ่านกิจกรรมต่าง ๆ อาทิ การรณรงค์ส่งเสริมความรู้ด้านการจัดการและอนุรักษ์พลังงาน การลดการปลดปล่อยก๊าซคาร์บอนไดออกไซด์ในองค์กร จัดการอบรมหลักสูตรสำนักงานสีเขียวให้แก่บุคลากรและอาคารสำนักงานของภาคเอกชนที่เข้าร่วมโครงการ ตลอดจนมีโครงการประกวด Bangkok Low Carbon Hero สำหรับองค์กรเครือข่ายที่เข้าร่วมโครงการ

ทั้งนี้ กรุงเทพมหานครตั้งเป้าหมายการมุ่งสู่ความเป็นเมืองคาร์บอนต่ำภายในปี พ.ศ. 2563 โดยอาศัยการประยุกต์ใช้เทคโนโลยีควบคู่กับการสร้างความตระหนักรู้ และสร้างการเปลี่ยนแปลงพฤติกรรมผ่านเครือข่ายความร่วมมือในการดำเนินโครงการเพื่อเผยแพร่ตัวอย่างที่ดีต่อไปในอนาคต ดังนั้นทุกภาคส่วนของสังคมไทยสามารถมีส่วนร่วมในการส่งเสริมการพัฒนาเมืองแบบเมืองคาร์บอนต่ำ ซึ่งเป็นวิถีทางของสังคมที่ยั่งยืนในอนาคตต่อไป
