โครงการศิลปาชีพบ้านห้วยสะแพดจัดตั้งขึ้น ในปี 2538 ด้วยน้ำพระราชหฤทัยของสมเด็จพระนางเจ้าฯ พระบรมราชินีนาท ที่จะช่วยเหลือราษฏรในพื้นที่โครงการพัฒนาเบ็ดเสร็จลุ่มน้ำสาขาแม่น้ำปิง อันเนื่องมาจากพระราชดำริ อำเภอจอมทอง อำเภอฮอด จังหวัดเชียงใหม่ และอำเภอบ้านโฮ่ง จังหวัดลำพูน ซึ่งได้เริ่มดำเนินการตั้งแต่ปี 2527 ถึงปี 2537 แต่ราษฏรยังคงประสบปัญหาความยากจนอยู่ เนื่องจากสภาพดินฟ้าอากาศแห้งแล้ง ปริมาณน้ำฝนมีไม่เพียงพอต่อความต้องการในการเพาะปลูก และสภาพดินในพื้นที่มีคุณภาพต่ำ โครงการศิลปาชีพของของสมเด็จพระนางเจ้าฯ พระบรมราชินีนาท จึงได้จัดตั้งขึ้นเพื่อพระราชทานความช่วยเหลือราษฏรที่มีฐานะยากจน เพื่อให้มีรายได้เสริมให้พอเพียงต่อการยังชีพ สำหรับโครงการพัฒนาเบ็ดเสร็จลุ่มน้ำสาขาแม่น้ำปิง อันเนื่องมาจากพระราชดำริ อำเภอจอมทอง อำเภอฮอด จังหวัดเชียงใหม่ และอำเภอบ้านโฮ่ง จังหวัดลำพูน มีความเป็นมาโดยสังเขปดังนี้ ในปี 2526 ม.จ.จักรพันธ์เพ็ญศิริ จักรพันธ์ ได้เสด็จมาตรวจเยี่ยมศูนย์บริการการพัฒนาขยายพันธุ์ไม้ดอกไม้ผลบ้านไร่ อันเนื่องมาจากพระราชดำริ ซึ่งอยู่ในความ ดูแลของมหาวิทยาลัยเชียงใหม่ ได้เข้ามาดำเนินการทดลองเพาะปลูก ดอกแกลดิโอรัส และ พืชพันธุ์ไม้อื่น ๆ ในเขตพื้นที่ บ้านโรงวัว หมู่ที่ 5 ตำบลแม่สอย อำเภอจอมทอง จังหวัดเชียงใหม่ ได้พบว่า ราษฎรในพื้นที่โครงการฯ มีความเป็นอยู่ที่ยากจน และได้มีราษฎรเข้ามาร้องเรียนเกี่ยวกับปัญหาที่ทำกิน จึงได้นำปัญหาความเดือดร้อนของราษฎร ดังกล่าวกราบบังคมทูล พระบาทสมเด็จพระเจ้าอยู่หัวฯ ทรงทราบเพื่อพระราชทานความช่วยเหลือ
