หมู่บ้านวัฒนธรรมบ้านไทดำบ้านนาป่าหนาด ก่อตั้งขึ้นเมื่อ พ.ศ. 2539 โดย อาจารย์เพชรตะบอง ผู้อำนวยการศูนย์การศึกษานอกโรงเรียน อำเภอเชียงคานร่วมกับชาวบ้าน บ้านนาป่าหนาดในการจัดสร้างขึ้นเพื่อให้เป็นแหล่งที่เผยแพร่ข้อมูลด้านวัฒนธรรม และวิถีชีวิตรวมทั้งประวัติ ความเป็นมาของชนชาวไทดำบ้านนาป่าหนาด

     เนื่องจากมีผู้ที่สนใจศึกษาค้นคว้าเกี่ยวกับบ้านนาป่าหนาดเป็นจำนวนมาก อาทิ ประวัติความเป็นมาของหมู่บ้าน ประเพณีวัฒนธรรม วิถีชีวิตความเป็นอยู่ อาจมาเป็นการส่วนตัวหรือหมู่คณะแบบเป็นทางการก็มี บางทีพักอยู่ในหมู่บ้านเป็นเวลานาน มีทั้งชาวไทย และชาวต่างประเทศ ผู้เขียนจึงได้รวบรวมและได้จัดทำหนังสือข้อมูลของชาวไทดำ บ้านนาป่าหนาดขึ้น
