จากคำบอกเล่าสืบต่อกันมาในอดีตนั้นว่า มีประวัติความเป็นมาตั้งแต่สมัยรัชกาลที่ ๕ ซึ่งในสมัยนั้นเป้นเพียงสำนักสงฆ์กลางท้องนาเท่านั้น เมื่อมีพระสงฆ์อยู่จำพรรษา ก็เริ่มพัฒนาเป็นวัด โดยสมัยแรก พระครูปรีชาเฉลิม หรือหลวงปู่แฉ่ง วัดเฉลิมพระเกียรติวรวิหารเป็นผู้ริเริ่มสร้างวัดชึ้น โดยมีผู้มีจิตศรัทธาหลายคนร่วมบริจาคที่ดิน โดยได้รับอนุญาตให้สร้างขึ้น เมื่อวันที่ ๒๔ มิถุนายน พ.ศ. ๒๔๓๕ ต่อมาก็มีหลวงปู่ฉ่ำมาเป็นเจ้าอาวาส ปกครองวัด หลังจากหลวงปู่ฉ่ำมรณภาพ วัดก็ว่างเว้นจากพระสงฆ์ ชาวบ้านในละแวกใกล้เคียงวัด กลัววัดจะร้าง จึงได้ไปนิมนต์พระอธิการพยุง จตฺตมโล จากวัดกำแพงมาเป็นเจ้าอาวาส ตั้งแต่ปี พ.ศ. ๒๔๙๑ และได้บูรณะปฏิสังขนณ์ถาวรวัตถุ พัฒนาวัดเจริญเรื่อยมาจนมีผู้มีจิตศรัทธาบริจาคที่ดินสร้างวัดเพิ่ม คือ นายบัว ฉุนเฉียว เป็นผู้บริจาคที่ดิน

เดิมทีนั้นวัดชื่อว่า "วัดสะแก" ได้เปลี่ยนมาเป็นชื่อวัดบัวขวัญ เพื่อให้เป็นเกียรติแก่นายบัว ฉุนเฉียว และวัดนี้ได้รับพระราชทานวิสุงคามสีมา เมื่อวันที่ ๒๔ มกราคม ๒๕๐๖ เขตวิสุงคามสีมากว้าง ๒๐ เมตร ยาว ๖๐ เมตร พระอธิการพยุง จตฺตมโล เป็นเจ้าอาวาสจนถึงปี พ.ศ. ๒๕๒๐

ต่อจากนั้นพระอธิการบุญช่วย ปุญฺญคุตฺโต ดำรงตำแหน่งเจ้าอาวาสมาจนถึงปี พ.ศ. ๒๕๓๐ ต่อจากนั้น ในปี พ.ศ. ๒๕๓๗ พระมหาไสว สุขวโร (ป.ธ.๔) ผู้ช่วยเจ้าอาวาสวัดบางแพรก (เหนือ) ได้มาดำรงตำแหน่งเจ้าอาวาส จนถึงปัจจุบัน เป็นพระราชาคณะชั้นสามัญ ที่ พระโสภณสุตาลังการ ซึ่งได้พัฒนาวัดทั้งด้านถาวรวัตถุ ทางด้านการศึกษาจนเป็นโรงเรียนพระปริยัติธรรมแผนกบาลีประจำจังหวัดนนทบุรี แห่งที่ ๑ และได้รับพระกรุณาโปรดเกล้าฯ ให้ยกวัดราษฎร์ ขึ้นเป็นพระอารามหลวง ชั้นตรี ชนิดสามัญ ในวันที่ ๒๙ เดือน มิถุนายน พ.ศ. ๒๕๕๑ เจริญรุ่งเรืองมาจนถึงปัจจุบัน
