ปัจจุบันภาษาอังกฤษมีความสำคัญในชีวิตของเราสังเกตได้จากสิ่งแวดล้อมของเรา เช่น รายการโทรทัศน์ หนังสือพิมพ์ วิทยุ ฯลฯ สิ่งที่กล่าวมาข้างต้นนี้เริ่มมีการใช้ภาษาอังกฤษในการประกอบการกันมากขึ้น สืบเนื่องมาจากปี 2558 นี้ ประเทศไทยของเราจะก้าวเข้าสู่ประชาคมอาเซียน และนั่นจะยิ่งทำให้ภาษาอังกฤษก้าวเข้ามามีบทบาทในชีวิตประจำวันของคนไทยมากยิ่งขึ้น
คนไทยส่วนใหญ่ที่เรียนภาษาอังกฤษเป็นภาษาที่สองยังคงมีปัญหาด้านการสื่อสารภาษาอังกฤษทั้งที่บางคนใช้ระยะเวลาในการเรียนภาษาอังกฤษมาเป็นเวลานานหลายปี แต่ก็ยังคงไม่สามารถใช้ภาษาอังกฤษสื่อสารได้
ดังนั้นคณะผู้จัดทำโครงการจึงจัดทำโครงการเพื่อสำรวจทัศนคติ ปัญหา และความต้องการของนักศึกษาสาขางานภาษาต่างประเทศ วิทยาลัยเทคโนโลยีพณิชยการราชดำเนินเพื่อเป็นแนวทางในการพัฒนาระบบการเรียนรู้ภาษาอังกฤษของนักเรียนนักศึกษาให้มีศักยภาพมากยิ่งขึ้น
