มติการประชุมสมัชชาใหญ่องค์การสหประชาชาติ เมื่อเดือนมิถุนายน ๒๕๓๐ ได้กาหนดให้วันที่ ๒๖ มิถุนายนของทุกปี เป็นวันต่อต้านยาเสพติดโลก ซึ่งประเทศไทยได้ยึดถือปฏิบัติและยืนยันเจตนารมณ์อย่าง แน่วแน่ที่จะร่วมกับประชาคมโลกในการรณรงค์ต่อต้านยาเสพติด โดยมีหน่วยงาน/องค์กรภาคีที่เกี่ยวข้องทั้งภาครัฐ ภาคเอกชน และภาคประชาชน ร่วมกันจัดกิจกรรมรณรงค์พิเศษต่อเนื่อง ตั้งแต่ปี ๒๕๓๒ จนถึงปัจจุบัน

๒. กรอบแนวความคิด
