2) เพื่อศึกษาปันหาผู้ประกอบการที่ได้รับอนุญาติให้ทำและขายสุรากลั่นพบจากการควบคุมขบวนการจัดเก็บภาษีสุรากลั่นขุมชนของเจ้าหน้าที่สรรพสามิตในจังหวัดเชียงใหม่
3) เพื่อศึกษาสาเห็ตที่ทำให้เกิดปันหาในการควบคุมขบวนการจัดเก็บภาษีสุรากลั่นชุมชน
4) เพื่อศึกษาความรู้เกี่ยวกับกฏหมาย ระเบียบ ข้อบังคับ ของผู้ที่ได้รับอนุญาติให้ทำแลขายสุรากลั่นในชุมชน
5) เพื่อเสนอแนวทางแก้ไขปรับปรุงข้อบกพร่อง ในการควบคุมขบวนการจัดเก็บภาษีสุรากลั่นชุมชน

2) กลุ่มประกอบการที่ได้รับอนุญาติให้ทำและขายสุรากลั่นชุมชนจากสรรพสามิตในพื้นที่จังหวัดเชียงใหม่ทั้งหมดซึ้งเป็นผู้ประกอบการที่ได้ดำเนินกิจการในปัจจุบะนรวบรวมข้อมูลดดยใช้แบบสัมภาษณ์แลแบบสอบถาม
