ในการสร้างเครื่องมือในการวิจัยครั้งนี้ผู้วิจัยได้ดำเนินการตามลำดับดังนี้
1.ศึกษาเอกสาร ตำรา และงานวิจัยที่เกี่ยวกับหลักการและแนวคิดในการศึกษาการพัฒนาพัฒนาทักษะการพูดภาษาอังกฤษของนักเรียนด้วยการใช้สถานการณ์จำลองของนักเรียนชั้น ป.6 โรงเรียนวัดปรังกาสี ต.ท่าขนุน อ.ทองผาภูมิ จ.กาญจนบุรี แบ่งออกเป็น 3 เพื่อนำมาเป็นแนวทางในการสร้างแบบสอบถาม
2.กำหนดหมวดคำถามตามจุดหมายของงานวิจัยและสมมุติฐาน
3.แจกแจงประเด็นหลักออกเป็นประเด็นย่อย นำมาวิเคราะห์และกำหนดกรอบในการสร้างแบบสอบถาม เพื่อให้ข้อคำถามสอดคล้องกับเนื้อหาและขอบข่ายประเด็นที่ศึกษา
4.กำหนดรูปแบบของคำถามให้เหมาะสมกับประเด็นการวัด
5.ร่างแบบสอบถามซึ่งประกอบด้วยคำถามแบบสำรวจรายการ (check list)และคำถามแบบมาตราส่วนประมาณค่า (rating scale) 5 ระดับ
