การจะพัฒนาประเทศเพื่อเข้าสู่ประชาคม

การจะพัฒนาประเทศเพื่อเข้าสู่ประชาคมอาเซียน และสามารถดำรงอยู่ได้อย่างสันติสุขและยั่งยืน ต้องมีการ เตรียมความพร้อม และการวางแผน เพื่อรับมือกับการเปลี่ยนแปลงในอนาคตที่จะเกิดขึ้นอย่างรวดเร็ว กรอบความร่วมมือของการเป็นประชาคมอาเซียน ประกอบด้วย 3 เสาหลัก ได้แก่
1. ประชาคมการเมืองและความมั่นคงอาเซียน
2. ประชาคมเศรษฐกิจอาเซียน
3. ประชาคมสังคมและวัฒนธรรม
ซึ่งทั้งสามเสาหลักนี้เกี่ยวข้องกับการศึกษาอย่างหลีกเลี่ยงไม่ได้ เนื่องจากการศึกษาจะเป็นเครื่องมือในการพัฒนาความสามารถในการแข่งขันและอยู่ร่วมกับเพื่อนบ้านในประชาคมอาเซียน ดังนั้นคนไทยต้องมีความพร้อมเพื่อตอบสนองนโยบายต่างๆของประเทศไทย ไม่ว่าจะเป็นการใช้ภาษาอังกฤษเป็นภาษาหลักในการเรียนการสอน การเรียนรู้ภาษาประเทศเพื่อนบ้านอย่างน้อยหนึ่งภาษา การเข้าสู่มหาวิทยาลัยอาเซียน และ การแข่งขันที่เพิ่มสูงขึ้นเนื่องจากการประกอบอาชีพในบางสาขาวิชา สามารถเข้ามาทำงานข้ามประเทศได้โดยถูกกฎหมาย รวมทั้งเป้าหมายให้ประเทศไทยเป็นศูนย์กลางด้านการศึกษา Hub education สิ่งเหล่านี้ทำให้ระบบการศึกษาของไทยต้องมีการปรับเปลี่ยนใหม่ให้เหมาะสมกับสถานการณ์ปัจจุบัน การจัดการศึกษาที่มีคุณภาพถือเป็นการสร้างความพร้อมให้กับคนไทยในการเป็นพลเมืองอาเซียน ซึ่งปรากฏในยุทธศาสตร์ด้านการศึกษาของอาเซียนด้วยเช่นกัน คือ
1. ส่งเสริมและสร้างความตระหนักในความเป็นอาเซียน
2. เพิ่มการเข้าถึงคุณภาพการศึกษาในทุกระดับ ทั้งระดับประถมศึกษา มัธยมศึกษา และบัณฑิตศึกษา
3. เพิ่มคุณภาพการศึกษา มาตรฐานการปฏิบัติงาน พัฒนาวิชาชีพ และการเรียนรู้ตลอดชีวิต
4. สร้างความเข้มแข็งและพัฒนาระบบการติดต่อสื่อสาร ให้มีการแลกเปลี่ยนความรู้และประสบการณ์ อย่างทั่วถึงและทั่วโลก เพื่อให้เกิดความเป็นสากลในระบบของการศึกษา
5. ให้การสนับสนุน ส่งเสริม หน่วยงานและภาคส่วนอื่นๆ
