ในการประชุมสุดยอดอาเซียน ครั้งที่ 17 เมื่อปี พ.ศ. 2553 ณ กรุงฮานอย ประเทศเวียดนาม ผู้นำอาเซียนทั้ง 10 ประเทศได้ตกลงรับรอง“แผนแม่บทว่าด้วยความเชื่อมโยงระหว่างกันในอาเซียน”หรือ Master Plan on ASEAN Connectivity (MPAC)ซึ่งเป็นแผนการเพิ่มประสิทธิภาพการเชื่อมโยงด้านสินค้า บริการ ทุน และแรงงานระหว่างกัน โดยได้กำหนดแนวทางปฏิบัติในปี พ.ศ. 2554–2558 ซึ่งมีสาระสำคัญ ดังนี้

แผนแม่บทฯ จะกำหนดวิสัยทัศน์ เป้าหมาย และวัตถุประสงค์ของการเชื่อมโยงระหว่างกันในหลายมิติ มียุทธศาสตร์ แนวทาง มาตรการและวิธีดำเนินการ เพื่อให้เกิดความเชื่อมโยงระหว่างกันในอาเซียน
