สรุปแนวโน้มและทิศทางการกระจายอำนาจการปกครองให้แก่ท้องถิ่นของไทย

จากข้อมูลประวัติความเป็นมาของการปกครองท้องถิ่นตั้งแต่ปี พ.ศ. 2475 - ปัจจุบัน พบว่ามีแนวโน้มของการกระจายอำนาจให้แก่ท้องถิ่นมากขี้น โดยเริ่มจากให้อำนาจแก่ท้องถิ่นที่เป็นชุมชนเมืองก่อน จัดตั้งเป็นเทศบาล สุขาภิบาล ต่อมาขยายเป็นพื้นที่ทั้งจังหวัด เช่น อบจ. แม้ในระยะแรกผู้บริหารและสมาชิกสภาของบางรูปแบบจะมาจากการแต่งตั้ง แต่ก็ค่อยๆหมดไป ส่วนพื้นที่ที่มีลักษณะพิเศษก็มีรูปแบบของท้องถิ่นเป็นการเฉพาะเช่น กรุงเทพมหานคร เมืองพัทยา และในท้ายที่สุดก็ขยายพื้นที่ของท้องถิ่นลงไปถึงชุมชนระดับตำบลคือ อบต. จนเมื่อรัฐธรรมนูญปี 2540 ประกาศบังคับใช้ โดยแยกเรื่องของการ ปกครองท้องถิ่นไว้เป็นหมวดหนึ่งโดยเฉพาะ ทำให้อำนาจในการปกครองตนเองของประชาชนมีมากขึ้น เช่น มีสิทธิการเข้าชื่อถอดถอนผู้บริหาร สมาชิกสภา เข้าชื่อกันเสนอให้มีการออกข้อบัญญัติท้องถิ่น เพิ่มเติมหน้าที่ในการบำรุงรักษาศิลปะ จารีตประเพณี ภูมิปัญญาท้องถิ่น และวัฒนธรรมอันดี ทำให้ประชาชนในท้องถิ่นมีโอกาสรับรู้ มีส่วนร่วม และใช้สิทธิในการปกครองชุมชนตนเองได้มากขึ้น บนพื้นฐานของการยอมรับ มีส่วนร่วม มีอิสระ เพื่อการพัฒนาที่ยั่งยืนของชุมชน สังคม และประเทศชาติโดยส่วนรวม



ปัจจัยที่เกื้อหนุนบทบาทของการปกครองส่วนท้องถิ่น

6. ระดับการศึกษาและข้อมูลสารสนเทศ เป็นสิ่งสำคัญที่ควบคู่กันไปกับความเจริญทางเศรษฐกิจของพื้นที่และนับเป็นพื้นฐานสำคัญของการพัฒนาการทางการเมืองในระบอบประชาธิปไตย
