มหาวิทยาลัยราชภัฎเชียงรายเป็นสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่น ซึ่งมีภารกิจหลักที่ สำคัญ คือการผลิตบัณฑิตและพัฒนาคนที่มีคุณภาพโดยการให้โอกาสประชาชนทุกระดับได้มีโอกาสทางการศึกษาและนอกจากนี้ มหาวิทยาลัยฯยังคงได้กำหนดทิศทางการพัฒนาในการสร้างและถ่ายทอดองค์ความรู้สู่สังคม ด้วยการให้บริการวิชาการแก่สังคมให้ครอบคลุมทุกกลุ่มประชากรและภาคส่วนต่างๆ
การให้บริการวิชาการแก่สังคม จึงเป็นภาระหน้าที่ที่สำคัญของมหาวิทยาลัยราชภัฏเชียงรายอีก
ด้านหนึ่ง โดยในปี พ.ศ.2543 มหาวิทยาลัยฯ จึงได้ก่อตั้งสำนักบริการวิชาการแก่สังคมขึ้น โดยมีหน้าที่ให้ บริการวิชาการแก่สังคม ในหลากหลายรูปแบบ โดยเฉพาะการทำหน้าที่เสริมสร้างความเข้มแข็งให้แก่ชุมชน และเศรษฐกิจฐานราก ซึ่งการให้บริการวิชาการแก่สังคมดังกล่าว ได้ดำเนินการภายใต้ยุทธศาสตร์ของ มหาวิทยาลัยราชภัฏเชียงราย คือ ยุทธศาสตร์การพัฒนาไปสู่การเป็นมหาวิทยาลัยเพื่อการพัฒนาท้องถิ่น และ ยุทธศาสตร์ด้านการบริการวิชาการแก่สังคม
ต่อมาในวันที่ 10 มีนาคม 2548 มหาวิทยาลัยราชภัฏเชียงราย จึงได้ประกาศ จัดตั้งหน่วยงาน
ระดับโครงการจัดตั้งในมหาวิทยาลัยราชภัฏเชียงราย และประกาศมหาวิทยาลัย เรื่อง หน่วยงานของ มหาวิทยาลัยราชภัฏเชียงราย เมือวันที่ 5 พฤศจิกายน 2549 ซึ่งสำนักบริการวิชาการแก่สังคมเป้นอีกหน่วยงาน หนึ่งที่ได้รับการประกาศจัดตั้ง และทางคณะกรรมการสภามหาวิทยาลัย ได้เห็นชอบในการกำหนดค่าน้ำหนัก มาตรฐานในการประเมินคุณภาพภายนอก เพื่อการรับรองมาตรฐานการศึกษาระดับอุดมศึกษา มหาวิทยาลัย ราชภัฏเชียงราย พ.ศ. 2549 คือ มาตรฐานด้านการบริการวิชาการ ซึ่งได้กำหนดค่าน้ำหนักของสถานศึกษา คิดเป็นร้อยละ 35 ซึ่งเป็นภารกิจที่สำคัญของสำนักบริการวิชาการที่จะต้องดำเนินงานเพื่อตอบสนอง ยุทธศาสตร์ ของมหาวิทยาลัยฯ เพื่อให้เกิดการพัฒนาท้องถิ่นอย่างแท้จริงต่อไป
