เมื่อปีค.ศ.1994 สมาชิกได้เจรจากันเพื่อกำหนดอัตราภาษีศุลกากรต่อประเทศนอกกลุ่มในอัตราเดียวกัน (Common External Tariff – CET) และกำหนดให้เริ่มนำระบบ CET มาใช้ตั้งแต่วันที่ 1 มกราคม ค.ศ.1995 โดยมีช่วงเวลาการปรับตัว (transition period) สำหรับการใช้ CET อย่างไรก็ดี สำหรับสินค้าและบริการในบางประเภท เช่น สินค้าการสื่อสารข้อมูลและโทรคมนาคม จะขยายเวลาออกไปถึงปี 2549
