เป็นโครงการที่พระบาทสมเด็จพระเจ้าอยู่หัว ได้พระราชทานพระราชดำริ ในการแก้ไขปัญหาน้ำเสีย ในเขตกรุงเทพมหานคร ด้วยวิธีการทางธรรมชาติผสม ผสานกับการใช้เครื่องกลเติมอากาศโดยให้หน่วยงาน กรมชลประทาน สำนักงานคณะกรรมการพิเศษเพื่อ ประสานงานโครงการอันเนื่องมาจากพระราชดำริ กรมที่ดิน รัฐบาลญี่ปุ่นและกรุงเทพมหานครร่วมมือ กันดำเนินโครงการฯ จนแล้วเสร็จในปี พ.ศ. 2532 นอกจากนี้ ยังมีพระราชดำริให้ทดลองบำบัดน้ำเสียโดยวิธีการเติมอากาศในบึงพระราม 9 โดยใน เบื้องต้นได้มีหลายหน่วยงานร่วมกันดำเนินงานประกอบ ด้วยสำนักงานทรัพย์สินส่วนพระมหากษัตริย์ กรมชลประทานและกรุงเทพมหานคร
รงบำบัดน้ำเสียบึงพระราม 9 เป็นโรงบำบัด น้ำเสียแบบสระเติมอากาศ (Aerated Lagoon)โดยใช้ เครื่องเติมอากาศ แบบทุ่นลอย ขนาด 11 กิโลวัตต์ จำนวน 3 เครื่อง น้ำเสียจากคลองลาดพร้าว ถูกสูบ เข้าบ่อเติมอากาศ (Aeration Pond ) และได้รับเพิ่ม ออกชิเจน โดยเครื่องเติมอากาศซึ่งทำงานคราวละเครื่อง (จากที่มีอยู่ 3 เครื่อง) ตลอด 24 ชั่วโมง สลับกันไปเป็นเวลาประมาณ 16 ชั่วโมง เพื่อให้เกิดการย่อย สลายสารอินทรีย์ที่ปนเปื้อนในน้ำเสียด้วยแบคทีเรีย จากนั้นจึงไหลถ่ายเทไปยังบ่อตกตะกอนซึ่งเป็น บ่อกึ่งไร้สารอากาศ ( Facultative Pond)และเก็บกักในบ่อนี้นานประมาณ 2 วันแล้วไหลเข้าสู่บ่อ ปรับสภาพ (Maturation Pond) ก่อนปล่อยลงสู่คลองลาดพร้าวในอัตราเฉลี่ยของการบำบัดได้ 28,000 ลูกบาศก์เมตร/วัน
