ระบบการบริหารราชการท้องถิ่นของเวียดนาม แบ่งเขตการปกครองส่วนท้องถิ่นออกเป็น 8 ภาค ประกอบด้วย 59 จังหวัด (Tinh) 5 นคร (Thu Do) 600 อำเภอ/เทศบาล และตำบล/หมู่บ้าน ประมาณ 10,000 ตำบล/หมู่บ้านดังนี้ 1.ภาคเหนือฝั่งตะวันออก มี 4 จังหวัด มีชายแดนติดลาวและจีน 2.ภาคเหนือฝั่งตะวันตก มี 11 จังหวัด 3.เขตที่ราบลุ่มแม่น้ำแดง มี 9 จังหวัด และ 2 นคร คือ กรุงฮานอยที่เป็นเมืองหลวง และนครไฮฟองที่เป็นเมืองท่า 4.เขตชายฝั่งทะเลภาคกลางทางตอนเหนือ มี 6 จังหวัด ซึ่งทุกจังหวัดติดสปป.ลาว 5.เขตชายฝั่งทะเลภาคกลางตอนใต้ มี 5 จังหวัดและ 1 นคร คือ นครดานัง 6.เขตที่ราบสูงภาคกลาง มี 5 จังหวัด พื้นที่ส่วนใหญ่เป็นภูเขาชนกลุ่มน้อยส่วนใหญ่อาศัยอยู่ในเขตนี้ 7.ภาคใต้ตะวันออก มี 7 จังหวัด และ 1 นคร คือ นครโฮจิมินห์ ซึ่งเป็นศูนย์กลางการค้าของประเทศ 8.ที่ราบลุ่มแม่น้ำโขง มี 12 จังหวัด ซึ่งส่วนใหญ่มีขนาดเล็ก และ 1 นคร คือ นครเกิ่นเทอ มีชายแดนติดกัมพูชา


ในแต่ละภาคยังแบ่งการบริหารออกเป็น 3 ระดับ คือ
1.ระดับจังหวัดและเทียบเท่า มี 59 จังหวัด กับอีก 5 นคร คือ ฮานอย โฮจิมินห์ ไฮฟอง ดานัง และเกิ่นเทอ ซึ่งได้รับงบประมาณจากส่วนกลางโดยตรง รวมทั้งข้าราชการจะได้รับการแต่งตั้งโดยตรงจากส่วนกลาง จึงมีอำนาจในการตัดสินใจอย่างเต็มที่ ช่วยให้เกิดความคล่องตัวในการบริหารงาน แต่ละจังหวัดจะปกครองโดยสภาประชาชน ซึ่งได้รับการคัดเลือกจากประชาชน สภาประชาชนจะแต่งตั้งคณะกรรมการประชาชนเพื่อทำหน้าที่บริหารงานภายในท้องถิ่นให้เป็นไปตามกฎหมายรัฐธรรมนูญ นโยบาย และกฎระเบียบต่างๆ ที่บัญญัติโดยองค์กรของรัฐที่อยู่ในระดับสูงกว่า
2.ระดับเทศกาลนครจะมีอิสระในการปกครองตนเองมากกว่าได้รับงบประมาณจากส่วนกลางโดยตรง รวมทั้งข้าราชการจะได้รับการแต่งตั้งโดยตรงจากส่วนกลาง จึงมีอำนาจในการตัดสินใจอย่างเต็มที่ ช่วยให้เกิดความคล่องตัวในการบริหารงาน
3.ระดับเมืองและเทศบาลมีประมาณ 600 หน่วย และระดับตำบลมีประมาณ 10,000 ตำบล
