ความเป็นมาของ AEC

เป้าหมายของ AEC

อาเซียนจะรวมตัวเป็นประชาคมเศรษฐกิจอาเซียนภายในปี 2563 (ค.ศ.2020) โดยจะเป็นตลาดและฐานการผลิตเดียวร่วมกัน (single market and single production base) มีการเคลื่อนย้ายสินค้าบริการ การลงทุน เงินทุน และแรงงานมีฝีมืออย่างเสรี เพื่อมุ่งให้อาเซียนเป็นตลาดและฐานการผลิตเดียวร่วมกัน ต่อมาผู้นำอาเซียนได้ลงนามในปฏิญญาเซบูว่าด้วยการเร่งรัดการจัดตั้งประชาคมเศรษฐกิจอาเซียนภายในปี ค.ศ. 2015 และเพื่อเร่งรัดเป้าหมายการจัดตั้งประชาคมอาเซียนให้เร็วขึ้นอีก 5 ปี

แนวทางดำเนินงานเพื่อนำไปสู่การเป็น AEC

นอกจากการดำเนินการเปิดเสรีด้านการค้าสินค้า บริการ และการลงทุนระหว่างกันตามกรอบความร่วมมือต่าง ๆ ที่มีอยู่เดิม เช่น การเร่งลดภาษีสินค้าระหว่างกันให้เหลือร้อยละ 0 ภายในปี 2553 สำหรับสมาชิกเดิม และปี 2558 สำหรับสมาชิกใหม่ภายใต้กรอบอาฟตา การยกเลิกข้อจำกัดการประกอบการด้านการค้าบริการในอาเซียน ภายในปี 2563 ภายใต้กรอบความตกลงด้านการค้าบริการอาเซียน (AFAS) การเปิดให้มีการลงทุนเสรีในอาเซียนและการให้การประติบัติเยี่ยงคนชาติต่อนักลงทุนอาเซียนภายในปี 2553 ภายใต้เขตการลงทุนเสรีอาเซียน (AIA) เป็นต้น แล้ว อาเซียนได้ตกลงที่จะการเปิดเสรีด้านการค้าสินค้าและการค้าบริการให้เร็วขึ้นกว่ากำหนดการเดิม ในสาขาสินค้าและบริการสำคัญ 11 สาขา ต่อมาได้เพิ่มสาขาที่ 12 คือสาขาโลจิสติกส์ เพื่อเป็นการนำร่อง และส่งเสริมการ outsourcing หรือ การผลิตสินค้า โดยใช้วัตถุดิบและชิ้นส่วนที่ผลิตภายในอาเซียน ซึ่งเป็นไปตามแผนการดำเนินการเพื่อมุ่งไปสู่การเป็น AEC และได้มอบหมายให้ประเทศต่างๆ ทำหน้าที่รับผิดชอบเป็นผู้ประสานงานหลัก (Country Coordinators) ดังนี้

- พม่า สาขาผลิตภัณฑ์เกษตร (Agro-based products) และสาขาประมง (Fisheries)
- มาเลเซีย สาขาผลิตภัณฑ์ยาง (Rubber-based products) และสาขาสิ่งทอ (Textiles and Apparels)
