ในการวิจัยครั้งนี้ผู้วิจัยจึงสนใจพัฒนาแบบวัดทักษะทางปัญญาของนักศึกษาพยาบาลตามกรอบมาตรฐานคุณวุฒิระดับอุดมศึกษาแห่งชาติ สาขาวิชาพยาบาลศาสตร์ โดยบูรณาการทฤษฎีการเรียนรู้ Bloom’s Revised Taxonomy of Cognitive Process Dimensions (Bloom, 2001cited in Hess, 2009)แนวคิดการวัดประเมินทักษะทางปัญญาของทิศนา แขมณี และคณะ (2548), งานวิจัยของ Sun and Hui (2012), กรอบมาตรฐานคุณวุฒิทั้งในและต่างประเทศได้แก่ NQF, EQF, SCQF, QF และTQF ร่วมกับงานวิจัยอื่นที่เกี่ยวข้องในการพัฒนาโมเดลการวัดประกอบด้วย 4 มิติ ได้แก่ 1) การตระหนักรู้ความสามารถตนเอง2) ความสามารถสืบค้นและใช้ข้อมูล3)การคิดวิเคราะห์ และความสามารถแก้ปัญหา
