สมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้มีจุดเริ่มต้นขึ้นเมื่อเดือนกรกฎาคม พ.ศ. 2504 โดยประเทศไทย มาเลเซีย และฟิลิปปินส์ได้ร่วมกันจัดตั้งสมาคมอาสา หรือ Association of South East Asia ขึ้นเพื่อการร่วมมือกันทาง เศรษฐกิจ สังคมและวัฒนธรรม แต่ดำเนินการได้เพียง 2 ปี ก็ต้องหยุดชะงักลง เนื่องจากความผกผันทางการเมืองระหว่าง ประเทศอินโดนีเซียและประเทศมาเลเซีย

จนกระทั่งต่อมามีการฟื้นฟูสัมพันธภาพระหว่างประเทศขึ้น จึงได้มีการแสวงหาลู่ทางจัดตั้งองค์การความร่วมมือทางเศรษฐกิจขึ้นในภูมิภาค "สมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้" และพันเอก (พิเศษ) ดร. ถนัด คอมันตร์ อดีตรัฐมนตรีว่าการกระทรวงการต่างประเทศในสมัยรัฐบาลจอมพลถนอม กิตติขจร โดยมีการลงนาม "ปฏิญญากรุงเทพ" ที่พระราชวังสราญรมย์ เมื่อวันที่ 8 สิงหาคม พ.ศ. 2510 จาก ปฏิญญาอาเซียน ซึ่งลงนามโดยรัฐมนตรีว่าการกระทรวงการต่างประเทศของประเทศสมาชิกก่อตั้ง 10ประเทศ ได้แก่ ทุกประที่อยู่ในเอเชียตะวันออกเฉียงใต้ ยกเว้น ติมอร์-เลสเต้

ความประสงค์ของการจัดตั้งกลุ่มอาเซียนขึ้นมาเกิดจากความต้องการสภาพแวดล้อมภายนอกที่มั่นคง (เพื่อที่ผู้ปกครองของประเทศสมาชิกจะสามารถมุ่งความสนใจไปที่การสร้างประเทศ) ความกลัวต่อการแพร่ขยายของลัทธิคอมมิวนิสต์ ความศรัทธาหรือความเชื่อถือต่อมหาอำนาจภายนอกเสื่อมถอยลงในช่วงพุทธทศวรรษ 2500 รวมไปถึงความต้องการในการพัฒนาเศรษฐกิจของประเทศ การจัดตั้งกลุ่มอาเซียนมีวัตถุประสงค์ต่างกับการจัดตั้งสหภาพยุโรป เนื่องจากกลุ่มอาเซียนถูกสร้างขึ้นเพื่อสนับสนุนความเป็นชาตินิยม
