 ไม่ใช่เวทีเจรจาการค้าแต่เป็นเวทีสำหรับปรึกษาหารือและแลกเปลี่ยนข้อคิดเห็นเกี่ยวกับประเด็นทางเศรษฐกิจต่างๆ ที่ประเทศสมาชิกสนใจ
 เอเปคสนับสนุนแนวทางภูมิภาคนิยมแบบเปิด ที่ให้สิทธิประโยชน์กับประเทศที่ไม่ได้เป็นสมาชิกเอเปคเช่นเดียวกับที่ให้กับสมาชิกเพื่อเป็นตัวอย่างที่ดีของการเปิดเสรีและเพื่อกระตุ้นการเปิดเสรีของประเทศนอกกลุ่มด้วย

1. การเปิดเสรีทางการค้าและการลงทุน (Trade and Investment Liberalization)
2. การอำนวยความสะดวกทางการค้าและการลงทุน (Trade and Investment Facilitation)
3. ความร่วมมือทางเศรษฐกิจและวิชาการ (Economic and Technical Cooperation: ECOTECH)
