จัดให้มีหลักสูตรอาเซียนศึกษา เพื่อให้คนไทยเข้าใจอาเซียน เข้าใจการอยู่ร่วมกันกับประเทศเพื่อนบ้าน ที่มีวัฒนธรรมการกิน การอยู่ การดำเนินชีวิตที่คล้ายคลึงกัน จึงจำเป็นที่จะต้องทำความรู้จักประเทศเพื่อนบ้าน ไม่ว่าจะเป็น จีน พม่า ลาว เวียดนาม กัมพูชา มาเลเซีย เป็นต้น ซึ่ง ศธ.จะสร้างหลักสูตรที่สามารถสร้างความเข้าใจที่ถูกต้องภายใต้การรวมตัวเป็น ประชาคมเดียวกันของคนจำนวนกว่า ๖๐๐ ล้านคน โดยจะเริ่มดำเนินการในปีการศึกษา ๒๕๕๔ เป็นต้นไป

การใช้ภาษาอังกฤษเป็นภาษากลางของประชาคมอาเซียน ศธ.ได้ ตั้งเป้าหมายให้นักเรียนที่จบชั้น ป.๖ สามารถสื่อสารเป็นภาษาอังกฤษได้ เพื่อรองรับการเข้าสู่ประชาคมอาเซียน รวมทั้งจะต้องใช้ภาษาอังกฤษในการค้นคว้าหาความรู้จากอินเทอร์เน็ต และสื่อการเรียนรู้ที่มีความหลากหลายมากขึ้น โดยได้เร่งผลักดันและดำเนินการในหลายด้าน เช่น


๑) สร้างศูนย์อำนวยการเพื่อให้ครูเจ้าของภาษามาสอน ครูเกษียณอายุก่อนกำหนด และครูอาสาสมัครจากประเทศสหรัฐอเมริกา อังกฤษ จีน และฟิลิปปินส์ มาสอนภาษาในโรงเรียน เพื่อให้เด็กเกิดการเรียนรู้

๒) พัฒนาการเรียนการสอนแบบ English for Integrated Studies (EIS) จะ มีการบูรณาการการสอนภาษาอังกฤษในวิชาวิทยาศาสตร์และคณิตศาสตร์ ซึ่งสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) ได้จัดตั้งงบประมาณเพื่อให้ครูที่จะสอนวิชาเหล่านี้ ได้ฝึกใช้ภาษาอังกฤษในการสื่อสารระหว่างกัน นักเรียนก็สามารถเชื่อมโยงและพูดคุยกับเพื่อนต่างชาติในประชาคมอาเซียนได้

๓) พัฒนาห้องเรียนแห่งอนาคต (The Global Class) ซึ่งเป็น ห้องเรียนอิเล็กทรอนิกส์ที่สามารถเชื่อมโยงการเรียนการสอนได้อย่างหลากหลาย เช่น การเรียนการสอนวิชาวิทยาศาสตร์ของโรงเรียนมหิดลวิทยานุสรณ์ การสอนภาษาอังกฤษของติวเตอร์ที่มีชื่อเสียงและเป็นที่นิยม โดยครูจะเป็นผู้ควบคุมการสอนและทดสอบความเข้าใจของนักเรียน หากต้องการจะให้สอนซ้ำในช่วงใด ก็สามารถทำได้ทันที ซึ่งจะเริ่มดำเนินการในโรงเรียนสู่มาตรฐานสากล โรงเรียนดีประจำอำเภอ และลงไปสู่โรงเรียนดีประจำตำบล

๔) การอบรมภาษาอังกฤษให้กับครู เพื่อให้ครูยุคใหม่สามารถสื่อสารเป็นภาษาอังกฤษ และใช้ ICT ได้ ซึ่งในยุคปัจจุบันระบบการศึกษาต้องรองรับความก้าวหน้าของเทคโนโลยีและครูจะต้องเท่าทันต่อเทคโนโลยีด้วย
