กระทั่งนายอภิรักษ์ โกษะโยธิน ได้รับเลือกตั้งเป็นผู้ว่าราชการกรุงเทพมหานคร ในปี 2547 เครือข่ายศิลปินและประชาชนจึงได้นำโครงการหอศิลป์เข้าหารือ และ ได้รับการพิจารณาเห็นชอบให้ดำเนินการจัดสร้าง หอศิลปวัฒนธรรมแห่งกรุงเทพมหานครตามโครงการเดิม
