บทคัดย่อ
ในการวิจัยครั้งนี้ ผู้วิจัยได้ศึกษาเรื่อง การศึกษาพัฒนารูปแบบและกระบวนการจัดตั้งกลุ่ม จักสานบ้านดงสระแก้วใต้ หมู่ที่ 5 ตำบลไผ่ล้อม อำเภอลับแล จังหวัดอุตรดิตถ์ โดยมีวัตถุประสงค์ เพื่อพัฒนารูปแบบและกระบวนการจัดตั้งกลุ่มจักสาน เพื่อประเมินผลความพร้อมของการจัดตั้งกลุ่ม จักสานบ้านดงสระแก้วใต้ หมู่ที่ 5 ตำบลไผ่ล้อม อำเภอลับแล จังหวัดอุตรดิตถ์ โดยใช้วิธีการ ดำเนินงานวิจัย 1. เชิงปริมาณ (quantitative) เป็นการใช้แบบสอบถาม และการสำรวจโดยมีการเก็บข้อมูลจำนวน 18 คนจากประชากรกลุ่มตัวอย่าง 2. เชิงคุณภาพ (qualitative) โดยมีการเก็บข้อมูลจาก การจัดประชุม การจัดกิจกรรมเพื่อส่งเสริมการจัดตั้งกลุ่มจักสาน, แบบสัมภาษณ์กึ่งโครงสร้าง (Semi-structured interviews), สัมภาษณ์เชิงลึก (Interview) โดยมีประชากรกลุ่มตัวอย่างจำนวน 18 คน คือ สมาชิกกลุ่มจักสาน โดยใช้วิธีการสุ่มตัวอย่างแบบเฉพาะเจาะจง และวิธีการจัดทำ ข้อมูลโดยใช้โปรแกรม SPSS (IBM SPSS Statistics 21) โดยมีผลการศึกษาดังนี้
ผลการศึกษาพบว่า 1. ผลการประเมินความพึงพอใจเชิงปริมาณ สถานภาพทั่วไปของสมาชิกกลุ่มจักสาน ที่เข้าร่วมประชุม พบว่า สมาชิกกลุ่มจักสานส่วนใหญ่เป็นเพศหญิง มีช่วงอายุเฉลี่ยมากกว่า 61 ปี มีระดับการศึกษาอยู่ในระดับชั้นประถมศึกษาปีที่ 4 ส่วนใหญ่กลุ่มตัวอย่างไม่มีสถานการณ์เป็นผู้นำทางสังคม มีประสบการมากกว่า 5 ปี ซึ่งส่วนใหญ่จักสานไซมากที่สุด กลุ่มตัวอย่างเคยเข้าร่วมอบรมเกี่ยวกับการจักสาน การจัดตั้งกลุ่มจักสานกลุ่มตัวอย่างมีความคิดเห็นว่ามีความเหมาะสมมากที่สุด มีการนำความรู้มาแลกเปลี่ยนเพื่อให้เกิดประโยชน์ต่อกลุ่ม เมื่อมีความรู้ประสบการณ์จะนำไปถ่ายทอดต่อซึ่งกลุ่มตัวอย่างมีการติดต่อแลกเปลี่ยนเรียนรู้หรือขอคำแนะนำจากกลุ่มจักสานในชุมชน หลังจากการประชุมจะมีการปรึกษากันในกลุ่ม สรุปประเด็นระดับความรู้ความเข้าใจในเรื่องการจักสาน และระดับความคิดเห็นของความพร้อม ของการจัดตั้งกลุ่มจักสาน มีค่าเฉลี่ย 3.54444 อยู่ในระดับความพึงพอใจมาก และค่าเบี่ยงเบนมาตรฐาน S.D. = 0.4368

ข้อเสนอแนะเชิงนโยบาย
1. ควรมีการศึกษาวิจัยในการพัฒนากลุ่มให้มีความเข้มแข็งมากขึ้นรวมทั้งการขยายผลจาก หมูที่ 5 ตำบลไผ่ล้อม อำเภอลับแล จังหวัดอุตรดิตถ์ ไปยังหมู่อื่น ๆ ให้ครอบคลุมทุกหมู่บ้านในตำบลไผ่ล้อม
2. องค์กรส่วนท้องถิ่นควรเข้ามาสนับสนุนในเรื่องของการจัดงบประมาณมาให้กลุ่มจักสาน ของตำบลไผ่ล้อม อำเภอลับแล จังหวัดอุตรดิตถ์ เพื่อให้ทางกลุ่มสามารถนำไปจัดสรรสร้างสถานที่เพื่อทำกิจกรรมส่วนร่วม หรือนำไปซื้อเครื่องมือ ที่สามารถนำเป็นของส่วนรวมได้ เพื่อให้ได้มีปัจจัยการผลิตเพิ่มมากขึ้น

ข้อเสนอแนะจากผลการวิจัย
จากผลการวิจัยที่กล่าวมาแล้วข้างต้นทีมวิจัยใคร่เสนอแนะต่อผู้ที่สนใจ และมีส่วนเกี่ยวข้อง ดังนี้
1. ควรมีการออกแบบการลงพื้นที่ที่ไม่ลงบ่อยครั้งจนทำให้ชุมชนเกิดความบอบช้ำ
2. ควรมีการออกแบบการเก็บรวบรวมข้อมูล ทั้งในเชิงสัมภาษณ์ และการเก็บแบบสอบถามให้เป็นภาษาที่ง่ายต่อการสื่อสารกับคนในชุมชน
3. ควรระวังการลงสำรวจข้อมูลจากในชุมชน ต้องทำการเช็คความพร้อม วันเวลาที่ชาวบ้านพร้อมเพื่อไม่ให้เกิดการลงพื้นที่สำรวจโดยเสียเปล่า
