โครงการ พัฒนาหมอดินอาสา ประจำปี 2557
หลักการและเหตุผล
การใช้ประโยชน์ที่ดินที่ไม่ถูกต้องเหมาะสมตามหลักวิชาการ ก่อให้เกิดปัญหาดินเสื่อมโทรมและส่งผลกระทบต่อความเป็นอยู่ของเกษตรกร กล่าวคือ ผลผลิตตกต่ำ เกษตรกรมีรายได้น้อย ยากจน เมื่อพิจารณาขนาดของปัญหาทรัพยากรดินที่เสื่อมโทรม เช่น ปัญหาการจัดการดินและปุ๋ยไม่ถูกต้องตามหลักวิชาการ การชะล้างพังทลายของดิน ดินขาดอินทรียวัตถุ ขาดความอุดมสมบูรณ์ ดินเค็ม ดินกรด ดินเปรี้ยวจัด ปัญหาสภาพแวดล้อมและดินเสื่อมโทรม จำเป็นอย่างยิ่งที่ต้องมีผู้แก้ไข ปรับปรุง
ด้วยอัตรากำลังของกรมพัฒนาที่ดิน นับวันจะลดน้อยลงเรื่อยๆ คงจะไม่สามารถดูแลแก้ไขปรับปรุงคุณภาพดินได้อย่างทั่วถึง จำเป็นต้องให้เกษตรกรหรือประชาชนในท้องถิ่น มามีส่วนร่วมในการดูแลรักษาทรัพยากรดิน กรมพัฒนาที่ดินได้รับนโยบายจากกระทรวงเกษตรและสหกรณ์ให้สร้างอาสาสมัครด้านการพัฒนาที่ดินขึ้นประจำหมู่บ้านต่างๆ โดยให้ชื่อว่า “หมอดินอาสาประจำหมู่บ้าน” มาตั้งแต่ พ.ศ. 2538 ต่อมามีการพัฒนาเพิ่มขีดความสามารถและยกระดับหมอดินอาสาประจำหมู่บ้านที่มีความสามารถ เป็นตัวแทนระดับตำบลๆละ 1 คน ให้ชื่อว่า “หมอดินอาสาประจำตำบล” เพื่อประสานงานระหว่างหมอดินอาสาประจำหมู่บ้านกับเจ้าหน้าที่สถานีพัฒนาที่ดินและหน่วยงานที่เกี่ยวข้อง สามารถเป็นวิทยากรถ่ายทอดความรู้ด้านการพัฒนาที่ดิน เป็นที่ปรึกษาประจำจุดเรียนรู้และศูนย์ถ่ายทอดเทคโนโลยีฯ
ปัจจุบัน (ตั้งแต่ปี 2547 เป็นต้นมา) รัฐบาลได้ประกาศให้มีการรณรงค์การใช้ปุ๋ยอินทรีย์ให้แพร่หลาย โดยถือเป็นวาระแห่งชาติที่สำคัญเร่งด่วน ต้องทำให้เป็นรูปธรรมโดยเร็ว กำหนดเป็นยุทธศาสตร์เกษตรอินทรีย์แห่งชาติ เพื่อพัฒนาและเพิ่มศักยภาพการผลิตเกษตรอินทรีย์ของประเทศ ให้เป็นแหล่งอาหารปลอดภัยของโลก โดยกรมพัฒนาที่ดินได้สนองนโยบายและมีเป้าหมายที่จะสนับสนุนให้เกษตรกร ใช้เทคโนโลยีชีวภาพของกรมฯ ให้มากขึ้น หมอดินอาสาและเครือข่ายเกษตรกร จึงต้องทำงานหนักและมีภารกิจมากขึ้น โดยเป็นแกนกลางในการดำเนินงานผ่านจุดเรียนรู้และศูนย์ถ่ายทอดเทคโนโลยีการเกษตรประจำตำบล มีเจ้าหน้าที่หน่วยพัฒนาที่ดินที่ ของสถานีพัฒนาที่ดินสุพรรณบุรี ให้การสนับสนุนและผลักดันกระบวนการ เปิดโอกาสให้ประชาชนมีส่วนร่วม มีการปรับกระบวนทัศน์และบูรณาการองค์ความรู้ ผสมผสานภูมิปัญญาท้องถิ่นกับวิชาการสากล บนพื้นฐานการเรียนรู้ร่วมกัน มีความร่วมมือของทุกคน ทุกภาคส่วน มุ่งความเข้มแข็ง พึ่งตนเอง และสามารถพัฒนาการเกษตรได้อย่างยั่งยืน
วัตถุประสงค์
เพื่อเพิ่มขีดความสามารถของหมอดินอาสาให้มีความรู้ ความเข้าใจให้เท่าทันสถานการณ์โลก ที่มีการเปลี่ยนแปลง เคลื่อนไหวตลอดเวลา ให้เป็นแกนนำและมีส่วนร่วมในการขับเคลื่อนวาระแห่งชาติ ที่รณรงค์การผลิต การใช้สารอินทรีย์ทดแทนสารเคมีทางการเกษตร สามารถแลกเปลี่ยนความรู้ ประสบการณ์ด้านการพัฒนาที่ดินและสามารถให้คำแนะนำแก่เกษตรกรที่มาขอรับบริการ ปรึกษาปัญหาเกี่ยวกับดินในพื้นที่/ชุมชนของตนเองได้

นิยาม/บทบาทและภารกิจของหมอดินอาสา
หมอดิน ที่มีความหมาย 2 นัย
นัยแรก คือ ผู้รอบรู้ ผู้เชี่ยวชาญด้านดิน การจัดการดินและปัจจัยที่เกี่ยวข้องกับดิน เพื่อให้การใช้ประโยชน์จากดินและที่ดินในการเกษตรเป็นไปอย่างยั่งยืนและเกิดประสิทธิภาพสูงสุด
นัยที่ 2 คือ ผู้รักษา เพราะที่ผ่านมาเราใช้ดินและที่ดินอย่างประมาท ขาดการระมัดระวัง ปัจจุบันทั้งสภาพทางกายภาพ เคมี และชีวภาพของดิน(สุขภาพของดิน) จึงเสื่อมโทรมลงเป็นอย่างมาก บางแห่งถึงขั้นวิกฤติที่เรียกว่า ” ดินป่วย ” ไม่สามารถใช้ประโยชน์ทางการเกษตรได้อย่างคุ้มค่า หมอดินต้องทำหน้าที่รักษา (ปรับปรุง) ให้กลับมาใช้ประโยชน์ได้ดีดังเดิม หรือมั่นคอยดูแลรักษา(อนุรักษ์) ดินที่อุดมสมบูรณ์(สุขภาพดี)ให้คงความอุดมสมบูรณ์ตลอดไป
นิยามหมอดิน – หมอดินอาสา
1. หมอดิน คือ เจ้าหน้าที่กรมพัฒนาที่ดิน ที่ทำงานช่วยเหลือเกษตรกรในพื้นที่ เป็นภาพลักษณ์ของเจ้าหน้าที่และกรมพัฒนาที่ดิน ที่บ่งบอกลักษณะงานของกรมพัฒนาที่ดิน ที่ทำงานแตกต่างจากหน่วยงานการเกษตรและหน่วยงานที่ลงท้ายว่า ดิน หรือ ที่ดิน
2. หมอดินอาสาประจำหมู่บ้าน คือ เกษตรกรที่สนใจในงานพัฒนาที่ดินและอาสาที่จะเป็นตัวแทนของกรมพัฒนาที่ดินประจำหมู่บ้าน ซึ่งได้รับการคัดเลือก/แต่งตั้งให้เป็นหมอดินอาสาหมู่บ้านละ 1 คน และเป็นสมาชิกในเครือข่ายหมอดินอาสาประจำตำบล
3. หมอดินอาสาประจำตำบล คือ หมอดินอาสาประจำหมู่บ้านที่ได้รับการคัดเลือกจากหมอดินอาสาประจำหมู่บ้านด้วยกัน หรือแต่งตั้งโดยเจ้าหน้าที่กรมพัฒนาที่ดิน เพื่อเป็นตัวแทนของกรมพัฒนาที่ดินประจำตำบล และเป็นแกนนำบริหารเครือข่ายหมอดินอาสาในระดับตำบล ปฏิบัติงานร่วมกับสมาชิกหมอดินอาสาประจำหมู่บ้าน

หมายเหตุ หมอดินอาสาประจำอำเภอ และหมอดินอาสาประจำจังหวัด คือ หมอดินอาสาประจำตำบลที่ได้รับการคัดเลือกจากหมอดินอาสาประจำตำบลด้วยกัน หรือแต่งตั้งโดยเจ้าหน้าที่กรมพัฒนาที่ดิน เพื่อเป็นตัวแทนของกรมพัฒนาที่ดินประจำอำเภอ และประจำจังหวัด เป็นแกนนำบริหารเครือข่ายหมอดินอาสาในระดับต่างๆ
