เมื่อวันที่ ๒๒ มิถุนายน ๒๕๔๒ พระบาทสมเด็จพระเจ้าอยู่หัว ได้พระราชทานพระบรมราชวโรกาสให้อธิปดีกรมชลประทานและเลขาธิการคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ นำคณะเจ้าหน้าที่ เข้าเฝ้าทูลละอองธุลีพระบาทกราบบังคมทูลถวายรายงานความก้าวหน้าโครงการอันเนื่องมาจากพระราชดำริในภาคตะวันออกเฉียงเหนือ ณ วังไกลกังวล หัวหิน ได้พระราชทานพระราชดำริเกี่ยวกับงานชลประทานในภาคตะวันออกเฉียงเหนือ โครงการพัฒนาลุ่มน้ำพะยังตอนบนอันเนื่องมาจากพระราชดำริ อำเภอเขาวง จังหวัดกาฬสินธุ์ ให้กรมชลประทานดำเนินการ ดังนี้
๑) ให้ก่อสร้างอุโมงค์ผันน้ำจากอ่างเก็บน้ำห้วยไผ่ อำเภอดงหลวง จังหวัดมุกดาหาร มาส่งให้กับพื้นที่เพาะปลูกในเขตอำเภอเขาวง จังหวัดกาฬสินธุ์ โดยให้เกิดผลกระทบต่อพื้นที่ของกรมป่าไม้น้อยที่สุด และหากการก่อสร้างไปทำให้พื้นที่ของกรมป่าไม้เสียหาย ให้ทำการเพาะปลูกทดแทนให้กรมป่าไม้ด้วย

ความสำเร็จของโครงการ :

ต่อมาเมื่อวันที่ 16 พฤศจิกายน 2538 ได้พระราชทานพระราชดำริให้พิจารณาโครงการก่อสร้างอุโมงค์ผันน้ำ พร้อมก่อสร้างระบบส่งน้ำสู่ไร่นาของเกษตรกร เพื่อผันน้ำบางส่วนจากอ่างเก็บน้ำห้วยไผ่ ตำบลกกตูม อำเภอดงหลวง จังหวัดมุกดาหาร สนับสนุนพื้นที่เพาะปลูกในเขตอำเภอเขาวง จังหวัดกาฬสินธุ์ ได้มากขึ้น
