เมื่อบัตรสูญหายถูกทำลาย หรือชำรุดในสาระสำคัญ ผู้ถือบัตรต้องขอเปลี่ยนบัตรภายใน ๙๐ วันนับแต่วันที่หาย ถูกทำลาย หรือชำรุด
