1. รัฐธรรมนูญฉบับวันที่ 1 มกราคม 2527 กำหนดให้สมเด็จพระราชาธิบดีทรงเป็นอธิปัตย์ คือเป็นทั้งประมุขและนายกรัฐมนตรี สมเด็จพระราชาธิบดีองค์ปัจจุบันยังทรงดำรงตำแหน่งรัฐมนตรีว่าการกระทรวงกลาโหมและรัฐมนตรีว่าการกระทรวงการคลังด้วย ทั้งนี้ นายกรัฐมนตรีจะต้องเป็นชาวบรูไนฯ เชื้อสายมาเลย์โดยกำเนิดและจะต้องนับถือศาสนาอิสลามนิกายสุหนี่

3. การเมืองเริ่มมีการเคลื่อนไหวที่สำคัญเมื่อสมเด็จพระราชาธิบดีทรงประกาศเมื่อวันที่ 15 กรกฎาคม 2547 ให้ฟื้นฟูสภานิติบัญญัติขึ้นอีกครั้ง พร้อมกับทรงแต่งตั้งสมาชิกจำนวน 21 คน (รวมทั้งพระองค์เอง) สภา ฯ เปิดสมัยการประชุม ครั้งที่ 1 เมื่อวันที่ 25 กันยายน 2547 และเมื่อวันที่ 29 กันยายน 2547 สมเด็จพระราชาธิบดีได้ลงพระปรมาภิไธยในพระราชบัญญัติต่าง ๆ เพื่อแก้ไขรัฐธรรมนูญฉบับปี ค.ศ. 1959 ซึ่งจะนำไปสู่การจัดการเลือกตั้งสมาชิกสภานิติบัญญัติจำนวน 15 คน จากสมาชิกทั้งหมด 45 คน (สมเด็จพระราชาธิบดีแห่งบรูไน ฯ จะทรงคัดเลือกสมาชิกจำนวน 30 คน) ซึ่งถือเป็นจุดเริ่มต้นของกระบวนการสร้างประชาธิปไตยของบรูไน ฯ พัฒนาการดังกล่าวได้รับการตอบรับที่ดีจากต่างประเทศ นักวิชาการ รวมทั้งพรรคการเมืองฝ่ายค้านที่ยังเคลื่อนไหวอยู่
