• นโยบายที่ 5 : การพัฒนาเยาวชนเพื่อเป็นทรัพยากรสำคัญในการก้าวสู่ประชาคมอาเซียน สำหรับโครงการ และภารกิจสำคัญที่องค์กรหลักต่าง ๆ ภายใต้กระทรวงศึกษาธิการได้ดำเนินการอยู่แล้ว เพื่อสนับสนุนและส่งเสริมความร่วมมือด้านการศึกษาทุกระดับ ทั้งในระบบ การศึกษานอกโรงเรียน และการศึกษาตลอดชีวิต โดยมีเป้าหมายเดียวกันคือ การพัฒนาศักยภาพประชาชนคนไทยให้เข้าสู่การสร้างประชาคมอาเซียน ภายในปี 2558
