วันนี้จึงมีเรื่องเกี่ยวกับสุขภาพมาฝากกัน เป็นเรื่องของการประเมินความเสี่ยงต่อสุขภาพจากการปฏิบัติงาน แต่จะเน้นเฉพาะสุขภาพของพนักงานที่ปฏิบัติงานในสถานประกอบการเท่านั้น ซึ่งในช่วงต้นปี 2552 นี้ กระทรวงแรงงานมีแนวโน้มที่จะประกาศกฎหมายออกมาอีก 1 ฉบับ คือกฎกระทรวงกำหนดมาตรฐานในการบริหารและการจัดการด้านความปลอดภัย อาชีวอนามัยและสภาพแวดล้อมในการทำงานเกี่ยวกับสารเคมีอันตราย พ.ศ. ... ซึ่งเนื้อหาในกฎหมายฉบับนี้ส่วนหนึ่ง ได้กำหนดให้นายจ้าง ต้องทำการประเมินความเสี่ยงด้านสุขภาพของลูกจ้าง ซึ่งนับเป็นเรื่องที่ดีที่จะทำให้สถานประกอบการต่างๆ หันมาดูแลและใส่ใจกับสุขภาพของพนักงานในการปฏิบัติงานอย่างเป็นจริงเป็นจังกันมากขึ้น รวมถึงมีความตระหนักเกี่ยวกับอันตรายของโรคจากการท
เราต้องยอมรับว่า ในทุกวันนี้สถานประกอบการหลายแห่งมีระบบจัดการด้านสุขภาพและการเฝ้าระวังภาวะสุขภาพของพนักงานค่อนข้างน้อยและยังไม่ระบบกันมากนัก ดังนั้นเพื่อเป็นการเตรียมความพร้อมในการปฏิบัติให้สอดคล้องกับกฎหมายดังกล่าว จึงมีเรื่องน่ารู้เกี่ยวกับแนวทางการประเมินความเสี่ยงต่อสุขภาพ ซึ่งเนื้อหาส่วนหนึ่งเป็นข้อมูลที่ได้มาจากการสัมมนา โดยขอสรุปเป็นประเด็นที่สำคัญๆ ดังนี้
1. การประเมินความเสี่ยงต่อสุขภาพ คือ กระบวนการศึกษาอย่างเป็นระบบในการประมาณถึงโอกาสของอันตรายที่จะก่อให้เกิดผลเสียต่อสุขภาพเมื่อมีการสัมผัสจริงในสิ่งแวดล้อม และประมาณถึงระดับความรุนแรงของอันตรายต่างๆ ที่จะก่อให้เกิดผลกระทบต่อสุขภาพ กระบวนการประเมินความเสี่ยงต่อสุขภาพนั้นมุ่งหวังที่จะเข้าไปจัดการความเสี่ยงที่ส่งผลกระทบต่อสุขภาพ ไม่ได้บอกว่าจะทำให้ความเสี่ยงไม่เกิด ในการประเมินความเสี่ยงในภาพรวม ควรต้องระบุอันตรายได้ บ่งบอกลักษณะความเสี่ยงได้ เพื่อจะได้นำผลที่ได้ไปใช้ดำเนินการจัดการความเสี่ยงต่อสุขภาพของผู้ปฏิบัติงานอย่างเป็นระบบ

2.2 การชี้บ่งอันตราย หรือปัจจัยเสี่ยงในแต่ละพื้นที่ ที่อาจส่งผลกระทบต่อสุขภาพของผู้ปฏิบัติงานให้ครอบคลุมสิ่งที่เป็นอันตรายทั้งหมดที่มีอยู่ในพื้นที่ทำงาน เช่น สารเคมีอันตราย อันตรายด้านกายภาพ เช่น แสงสว่าง ความร้อน เป็นต้น
2.3 กำหนดกลุ่มผู้ปฏิบัติงานที่จะถูกประเมิน ขั้นตอนนี้จะแบ่งผู้ปฏิบัติงานที่ทำงานในลักษณะเดียวกันให้อยู่ในพื้นที่เดียวกัน และมีการสัมผัสอันตรายหรือปัจจัยเสี่ยงเหมือนๆ กันควรจัดให้อยู่ในกลุ่มเดียวกัน
2.4 วิเคราะห์งานหรือกิจกรรมของกลุ่มผู้ปฏิบัติงาน เพื่อหาความเสี่ยงต่อสุขภาพของผู้ปฏิบัติงานจากการปฏิบัติงานนั้นๆ โดยพิจารณาจากอันตรายหรือปัจจัยเสี่ยงที่ต้องสัมผัส, ความถี่ของการสัมผัส และระยะเวลาในการสัมผัส ในขั้นตอนนี้อาจนำข้อมูลจากการวิเคราะห์งานเพื่อความปลอดภัย (Job Safety Analysis) มาใช้พิจารณาร่วมกันด้วยก็ได้
2.5 ประเมินระดับความเสี่ยงของกลุ่มผู้ปฏิบัติงาน เป็นขั้นตอนที่สำคัญขั้นตอนหนึ่งซึ่งแต่ละองค์กรจะต้องจัดทำตารางประเมินความเสี่ยง (Risk Assessment Matrix)โดยจะต้องประเมินในเรื่องระดับการสัมผัส (Exposure Rating)ในที่นี้อาจแบ่งย่อยๆ ออกเป็นการสัมผัสเฉลี่ยตลอดระยะเวลาการทำงาน หรือการสัมผัสในระยะเวลาสั้นๆ 15 นาที หรือต่ำกว่า และระดับความรุนแรง (Health Effect Rating) ของปัจจัยเสี่ยงแยกย่อยตามงานหรือกิจกรรมต่างๆ อีกทั้งในการประเมินจะต้องพิจารณาทั้งในกรณีที่มีและไม่มีมาตรการควบคุมด้วย ซึ่งจะคล้ายกับตอนที่เราประเมินความเสี่ยงในระบบ ISO 14001 หรือ TIS/OHSAS18001 เราก็มีการประเมินอันตรายในภาวะปกติ ภาวะผิดปกติและภาวะฉุกเฉิน ผลที่ได้จากการประเมินความเสี่ยงในขั้นตอนนี้ จะทำให้เราทราบถึงลำดับความสำคัญของสิ่งที่เป็นปัญหาต่อสุขภาพเพื่อจะได้นำไปวางแผนจัดการต่อไป
2.6 การจัดการความเสี่ยง หลังจากที่เราทราบถึงลำดับความสำคัญของสิ่งที่เป็นปัญหาต่อสุขภาพ แล้วเราก็จะนำมาพิจารณาและเลือกมาตรการควบคุมความเสี่ยงที่เหมาะสมตามระดับความเสี่ยง เพื่อให้เกิดความมั่นใจว่าอันตรายหรือปัจจัยเสี่ยงที่มีความเสี่ยงสูงต่อสุขภาพของพนักงานได้ถูกควบคุมและมีการดำเนินการแก้ไข
