การใช้มาตรฐานร้านอาหารแผงลอยเป็นเครื่องมือดำเนินงานคุ้มครองผู้บริโภค มีเป้าหมายเพื่อให้ผู้ประกอบการร้านอาหารแผงลอย มีความรู้ความเข้าใจในหลักสุขาภิบาลอาหารและข้อกำหนดมาตรฐานร้านอาหารแผงลอยส่งผลให้มีการปรับปรุงและพัฒนาร้านอาหารแผงลอย การวิจัยนี้เป็นการวิจัยเชิงปฏิบัติการ มีวัตถุประสงค์เพื่อศึกษาพัฒนามาตรฐานร้านอาหารแผงลอย ตำบลทรัพย์พระยา อำเภอนางรอง จังหวัดบุรีรัมย์ โดยใช้กระบวนการกำหนดนโยบายสาธารณะเพื่อสุขภาพอย่างมีส่วนร่วม ผู้ร่วมกระบวนการวิจัยเป็นตัวแทนจาก 3 ภาคส่วน คือ 1) ภาคประชาชน 2) ภาควิชาการ และ 3) ภาคการเมือง รวมทั้งสิ้น 50 คน ใช้วิธีการคัดเลือก แบบเฉพาะเจาะจง เก็บรวบรวมข้อมูลเชิงปริมาณโดยใช้แบบทดสอบ แบบสอบถาม แบบสัมภาษณ์ แบบสังเกต และแบบบันทึกการจัดกิจกรรม วิเคราะห์ข้อมูลโดยใช้การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ข้อมูลเชิงคุณภาพวิเคราะห์โดยการพรรณนาวิเคราะห์เชิงเนื้อหา
ผลการศึกษา พบว่า ขั้นตอนการพัฒนามาตรฐานร้านอาหารแผงลอยโดยกระบวนการกำหนดนโยบายสาธารณะเพื่อสุขภาพอย่างมีส่วนร่วม ตำบลทรัพย์พระยา อำเภอนางรอง จังหวัดบุรีรัมย์ ผู้วิจัยได้ประยุกต์ใช้เทคโนโลยีเพื่อการมีส่วนร่วมในการดำเนินการ จากผลการดำเนินงานส่งผลให้เกิดโครงการทรัพย์พระยารวมใจ ใส่ใจผู้บริโภค ทำเกิดการแลกเปลี่ยนเรียนรู้และมีส่วนร่วมในการนำนโยบายสาธารณะในการพัฒนามาตรฐานร้านอาหารแผงลอยไปปฏิบัติ ส่งผลให้ร้านอาหารแผงลอยในตำบลทรัพย์พระยาผ่านเกณฑ์ประเมินร้านอาหารแผงลอยซึ่งเดิมมีอยู่แล้ว 12 ข้อ ของกรมอนามัย กระทรวงสาธารณสุข และกลุ่มสมัชชาเพื่อสุขภาพตำบลทรัพย์พระยาได้ร่วมกำหนดเพิ่มเติมอีก 2 ข้อ เพื่อใช้บังคับในตำบล คือ ข้อ 13 ร้านอาหารแผงลอยต้องมีป้ายแสดงราคาสินค้าและข้อ 14 ร้านอาหารแผงลอยต้องมีภาชนะสำหรับล้างมือไว้บริการลูกค้าซึ่งปัจจัยที่มีผลต่อความสำเร็จ ได้แก่ 1) ความรู้ 2) การมีส่วนร่วม 3) ความเชื่อมั่นในตนเอง 4) ความรัก ความสามัคคี 5) ความต่อเนื่องและ 6) ภาคีเครือข่าย
