จุดกำเนิดของสวนนงนุช พัทยาเริ่มต้นขึ้นในปี พ.ศ. 2497 ภายหลังจากที่ “คุณนงนุชและคุณพิสิฐ ตันสัจจา” ได้ซื้อที่ดินสวนผลไม้จำนวน 1,500 ไร่ในเขตพัทยา – สัตหีบ จ.ชลบุรี มาไว้ในความครอบครอง.....กาลต่อมา.....คุณนงนุชซึ่งมีความชื่นชอบในดอกไม้เป็นทุนเดิมอยู่แล้วก็มีโอกาสเดินทางไปศึกษาดูงานในต่างประเทศพร้อมกับเพื่อนๆ และได้พบเห็นสวนไม้ดอกไม้ประดับที่สวยงามน่าประทับใจ คุณนงนุชจึงเกิดแนวความคิดว่าอยากจะจัดสวนให้คนมาท่องเที่ยว.....หลังจากนั้น.....สวนผลไม้บนพื้นที่กว่า 1,500 ไร่ก็ได้ถูกแปลงโฉมให้กลายเป็นสวนไม้ดอกไม้ประดับ มีการปลูกสร้างสิ่งอำนวยความสะดวกต่างๆ เพิ่มเติมขึ้นมา ทั้งบ้านทรงไทย บ้านกระท่อม ห้องอาหาร ห้องจัดเลี้ยงสัมมนา ฯลฯ
