ด้วยสภาพปัญหายาเสพติดที่ส่งผลให้มีผู้ได้รับความเดือดร้อนทั้งทางตรง และทางอ้อมเป็นจำนวนมาก ทำให้นานาประเทศพยายามร่วมมือกัน เพื่อหาทางหยุดยั้งปัญหายาเสพติด จนกระทั่งที่ประชุมระหว่างประเทศว่าด้วยการใช้ยาในทางที่ผิด และการลักลอบใช้ยาเสพติด (International Conference on Drug Abuse and licit Trafficking ICDAIT) ได้มีมติให้เสนอสมัชชาใหญ่แห่งสหประชาชาติ (United Nations General Assembly) ขอให้กำหนดวันที่ 26 มิถุนายนของทุกปีเป็น "วันต่อต้านยาเสพติดโลก" นั่นเอง เพื่อให้ประชาชนทั่วโลกได้ตระหนักถึงความร้ายแรงของปัญหายาเสพติด

และในประเทศไทยนั้น ก็มิได้ละเลยถึงปัญหายาเสพติด เพราะรู้ว่าเรื่องนี้สร้างความเดือดร้อนแก่ตัวประชาชนเอง และครอบครัว รวมถึงประเทศชาติอีกด้วย ดังจะเห็นได้จาก พระราชดำรัสของพระบาทสมเด็จพระเจ้าอยู่หัว มีใจความว่า

"....ยาเสพติดนี่มันก่อให้เกิดความเดือดร้อนหลายอย่าง โดยที่ไม่ได้ตั้งใจ ทั้งราชการ ตำรวจ โดยโรงพยาบาล โดยคน เอกชนต่าง ๆ เดือดร้อนหมด และสิ้นเปลือง คนทั่วประเทศก็สิ้นเปลือง แทนที่จะมีเงินทอง มีทุนมาสร้างบ้านเมืองให้สบาย ให้เจริญ มัวแต่ต้องมาปราบปราม ยาเสพติด มัวแต่ต้องเสียเงินค่าดูแลรักษาทั้งผู้เสพยา ผู้เป็นคนเดือดร้อนอย่างนี้ก็เสียทั้งเงินและเสียทั้งชื่อเสียง....." พระราชดำรัสของพระบาทสมเด็จพระเจ้าอยู่หัว ณ ศาลาดุสิตาลัย วันที่ 4 ธันวาคม 2545

เมื่อได้รู้ถึงปัญหายาเสพติดที่กำลังเป็นปัญหาไปทั่วโลกแล้ว วันนี้ กระปุกดอทคอม ขอพาไปทำความรู้จักกับประวัติความเป็นมาของ "วันต่อต้านยาเสพติดโลก" กันดีกว่า


ประวัติความเป็นมาวันยาเสพติด

ในการประชุมระหว่างประเทศว่าด้วยการใช้ยาในทางที่ผิด และการลักลอบใช้ยาเสพติด (International Conference on Drug Abuse and licit Trafficking ICDAIT) ซึ่งจัดขึ้นที่กรุงเวียนนา ประเทศออสเตรีย ระหว่างวันที่ 17-26 มิถุนายน 2530 ที่ประชุมได้มีมติให้เสนอสมัชชาใหญ่แห่งสหประชาชาติ (United Nations General Assembly) ขอให้กำหนดวันที่ 26 มิถุนายนของทุกปีเป็น "วันต่อต้านยาเสพติดโลก"

โดยที่ประชุมสมัชชาใหญ่องค์การสหประชาชาติได้มีมติเห็นชอบตามข้อเสนอดังกล่าวในการประชุมเมื่อเดือนธันวาคม พ.ศ. 2530 ซึ่งประเทศไทยหนึ่งในประเทศสมาชิกองค์การสหประชาชาติ ได้แสดงเจตนารมณ์ในการป้องกันและแก้ไขปัญหายาเสพติดร่วมกับประเทศสมาชิกอื่นๆ ทั่วโลก ด้วยการจัดกิจกรรมเนื่องในวันต่อต้านยาเสพติดเป็นประจำเสมอมา ดังนั้น เพื่อเป็นการย้ำเตือนให้ประชาชนไทยเกิดความตระหนักว่ายาเสพติดเป็นปัญหาของคนไทยทั้งชาติ ที่ทุกคนควรมีส่วนร่วมในการป้องกันและแก้ไข สำนักงาน ป.ป.ส. จึงขอเชิญชวนชาวไทยทุกคนร่วมกัน "สวมเสื้อสีขาว" โดยพร้อมเพรียงกันในวันต่อต้านยาเสพติดโลก

ประเทศไทยได้เผชิญกับปัญหายาเสพติด มาเป็นเวลาช้านาน รัฐบาลในแต่ละยุคได้ดำเนินการแก้ไขปัญหายาเสพติดมาตลอด จนกระทั่งใน พ.ศ. 2501 คณะปฏิวัติภายใต้การนำของจอมพล สฤษดิ์ ธนะรัชต์ ได้ออกประกาศคณะปฏิวัติฉบับที่ 37 ลงวันที่ 9 ธันวาคม 2501 ให้เลิกการสูบฝิ่นทั่วราชอาณาจักรโดยมีการเผาทำลายฝิ่นและอุปกรณ์การสูบฝิ่นที่ท้องสนามหลวงในคืนวันที่ 30 มิถุนายน 2502 หลังจากนั้นปี พ.ศ. 2504 รัฐบาลได้จัดตั้ง "คณะกรรมการปราบปรามยาเสพติดให้โทษ" ใช้ชื่อย่อว่า ปปส. สังกัดสำนักนายกรัฐมนตรีโดยมีอธิบดีกรมตำรวจเป็นประธาน และมีผู้แทนจากทุกส่วนราชการที่เกี่ยวข้องเป็นกรรมการ

ต่อมา ในสมัยนายธานินทร์ กรัยวิเชียร เป็นนายกรัฐมนตรีรัฐบาลได้เล็งเห็นว่า การปราบปรามยาเสพติดไม่สามารถแก้ไขได้โดยการดำเนินการเฉพาะกรมตำรวจฝ่ายเดียว จึงได้เสนอร่างพระราชบัญญัติป้องกันและปราบปรามยาเสพติด พ.ศ. 2519 ต่อสภาปฏิรูปการปกครองแผ่นดิน และประกาศใช้เป็นกฎหมายเมื่อวันที่ 16 พฤศจิกายน พ.ศ. 2519

ตั้งแต่นั้นเป็นต้นมา การแก้ไขปัญหายาเสพติดของประเทศไทยก็ได้ดำเนินไปอย่างมีแบบแผนและเป็นระบบที่ดีขึ้น พระราชบัญญัติดังกล่าวได้กำหนดให้มีคณะกรรมการป้องกันและปราบปรามยาเสพติดหรือเรียกชื่อย่อว่า ป.ป.ส. โดยมีนายกรัฐมนตรีเป็นประธาน และจัดตั้งสำนักงาน ป.ป.ส. ขึ้นเป็นหน่วยงานกลางรับผิดชอบโดยตรง มีฐานะเป็นกรม กรมหนึ่งในสำนักนายกรัฐมนตรี ปัจจุบันสำนักกระทรวงยุติธรรม ขึ้นตรงต่อนายกรัฐมนตรี มีหน้าที่ประสานงานกับหน่วยงานที่เกี่ยวข้องกับการป้องกันและปราบปรามยาเสพติดทั้งในประเทศและต่างประเทศ

ประเทศไทย สำนักงาน ป.ป.ส.ในฐานะหน่วยงานกลางที่รับผิดชอบเกี่ยวกับการป้องกันและแก้ไขปัญหายาเสพติดในประเทศมาโดยตลอด ได้นำมติเรื่องวันต่อต้านยาเสพติดขององค์การสหประชาชาติเสนอต่อคณะรัฐมนตรีในการประชุมเมื่อวันที่ 14 มิถุนายน 2531 ซึ่งที่ประชุมคณะรัฐมนตรีได้มีมติให้กำหนดวันที่ 26 มิถุนายนของทุกปี เป็นวันต่อต้านยาเสพติดโดยเริ่มตั้งแต่ปี พ.ศ. 2531 เป็นต้นมา
