อำเภอหลังสวน เป็นเมืองเก่าแก่เมืองหนึ่ง ชื่อที่เรียกยังหาหลักฐานไม่ได้ว่ามีความหมายว่าอะไรแน่ แต่เพราะเมืองหลังสวนเป็นท้องที่ที่มีผลไม้มากแห่งหนึ่ง กระทรวงคมนาคมจึงสันนิษฐานว่า คำว่า "หลังสวน" เพี้ยนมาจากคำว่า "รังสวน" หรือ "คลังสวน" เมื่อพระยารัตนเศรษฐี (คอซู้เจียง) เป็นเจ้าเมืองระนองซึ่งเป็นเมืองจัตวาขึ้นต่อกรุงเทพฯ ได้ค้าขาย มีทรัพย์สมบัติเพิ่มพูนขึ้น ตั้งห้างโกหงวนขึ้นที่เกาะหมาก (ปีนัง) สำหรับซื้อขายสินค้าของเมืองระนองและขยายการทำเหมืองแร่ดีบุกเข้ามาในเขตแดนเมืองหลังสวนใช้ทุนและกำลังของห้างโกหงวนบำรุงการค้าขายในเมืองหลังสวนเจริญขึ้นอีกเมืองหนึ่ง

ในสมัยนั้น พระจรูญโภคากร (คอซิมเต็ก) บุตรพระยารัตนเศรษฐี เป็นผู้จัดการบ้านเมือง และได้เป็นผู้ว่าราชการเมืองหลังสวน ในรัชกาลที่ ๕ได้รับพระราชทานสัญญาบัตรเป็นพระยาจรูญโภคากร ต่อมาจึงโปรดให้ตั้งเมืองหลังสวนขึ้นเมืองจัตวาขึ้นต่อกรุงเทพฯ เหมือนอย่างเมืองระนอง และตัดเอาเมืองสวีที่ขึ้นอยู่กับเมืองชุมพรอีกเมืองหนึ่งมารวมอยู่ด้วย

ในปี พ.ศ. ๒๔๓๗ โดยมีพระยาจรูญราชโภคากร (คอซิมเต็ก ณ ระนอง) เป็นผู้ว่าราชการเมืองคนแรก แบ่งเขตแดนกันที่คลองวิสัย เรียกว่าตำบลวิสัยใต้และตำบลวิสัยเหนือ ตำบลวิสัยใต้ขึ้นกับเมืองหลังสวน ตำบลวิสัยเหนือขึ้นกับเมืองชุมพร

ครั้งเมื่อปี พ.ศ. ๒๔๓๙ เมื่อตั้งมณฑลชุมพรขึ้นเมืองหลังสวน จึงเป็นจังหวัดหนึ่งของชุมพร มีฐานะเป็นเมืองจัตวา อาณาเขตกว้างกว่าที่เป็นอยู่ทุกวันนี้ มีอำเภอขึ้น ๔ อำเภอ คือ อำเภอเมืองหลังสวน อำเภอสวี อำเภอพะโต๊ะ และอำเภอประสงค์ เมื่อวันที่ ๑๓ กันยายน พ.ศ. ๒๔๔๙ (ร.ศ.๑๒๕) ได้โอนอำเภอประสงค์ซึ่งเป็นเขตเมืองหลังสวนไปขึ้นเขตอำเภอไชยา อำเภอประสงค์ดังกล่าวขณะนี้ก็คือ อำเภอท่าชนะ อำเภอเมือง ตั้งอยู่ที่ ตำบลหลังสวน

ต่อมาปี พ.ศ. ๒๔๖๐ ได้เปลี่ยนชื่อเป็นอำเภอขันเงิน ส่วนชื่อเมืองหลังสวนในปี พ.ศ. ๒๔๕๙ ทรงพระกรุณาโปรดเกล้าฯ ให้เป็นคำว่า "เมือง" ซึ่งเป็นเขตปกครองของจังหวัดเมืองหลังสวนจึงมีชื่อว่า จังหวัดหลังสวนมีผู้ว่าราชการเมืองจึงเปลี่ยนเป็นผู้ว่าราชการจังหวัดตามไปด้วยต่อมาเมื่อ วันที่ ๑ เมษายน พ.ศ. ๒๔๗๕ ทรงพระกรุณาโปรดเกล้าฯให้ยุบจังหวัดหลังสวนเป็นอำเภอขึ้นต่อจังหวัดชุมพร

ครั้งเมื่อ วันที่ ๑๑ พฤศจิกายน ๒๔๘๑ ได้มีพระราชกฤษฎีกาให้เปลี่ยนอำเภอขันเงินเป็นอำเภอหลังสวน เหตุผลที่เปลี่ยนเพราะประชาชนนิยมเรียกกันเป็นส่วนมาก และเพื่อรักษาประวัติศาสตร์ที่เคยเป็นมาแต่โบราณไว้เมื่อ พ.ศ. ๒๔๙๒ กระทรวงมหาดไทย ได้ยกฐานะเป็นอำเภอชั้นเอกโดยมีขุนผดุงแดนสวรรค์ (ฟุ้ง รักราชการ) เป็นนายอำเภอชั้นเอกคนแรก และต่อจากนั้นก็คงเปลี่ยนแปลงแต่ตัวนายอำเภอจนถึงปัจจุบันนี้
