นโยบายสาธารณะถือว่าเป็นเครื่องมือของรัฐในการแก้ไขปัญหาสังคม ซึ่งเป็นการเปลี่ยนแปลงต่อประชาชนในมุมกว้างและกระทบต่อการดำเนินชีวิตของประชาชนไม่ว่าจะเป็นด้านการเมือง เศรษฐกิจ สังคม การศึกษา สุขภาพ รวมถึงวัฒนธรรมของชุมชน ดังนั้นการกระบวนกำหนดนโยบายจึงเป็นสิ่งสำคัญที่ภาคประชาชนควรมีส่วนร่วมในการกำหนด บทความนี้มุ่งเพื่ออธิบายปรากฏการณ์ที่เกิดขึ้นในสังคมประเทศไทยในปัจจุบัน ที่ภาคประชาชนได้เข้ามามีบทบาทในกระบวนการกำหนดนโยบายสาธารณะในแต่ละพื้นที่ เพื่อแสวงหาแนวนโยบายเพื่อตอบสนองต่อความต้องการของประชาชนในพื้นที่ แทนที่จะรอคอยนโยบายจากภาครัฐ ซึ่งนโยบายส่วนใหญ่เป็นนโยบายประชานิยม ที่ไม่ได้ตอบสนองความต้องการของประชาชนอย่างแท้จริง เป็นแค่เพียงนโยบายที่ออกมาเพื่อสร้างกระแสความนิยมให้กับประชาชนช่วงเวลาหนึ่งเวลาใด เพื่อให้ได้คะแนนนิยมแต่ไม่ได้สร้างความยั่งยืนทั้งทางด้านเศรษฐกิจ สังคม การเมืองและวัฒนธรรมได้อย่างแท้จริง ซึ่งจากการรวมรวมนวัตกรรมภาคปะชาชนในการกำหนดนโยบายสาธารณะ ทำให้เห็นถึงจุดร่วมในการก่อเกิดการร่วมกลุ่มกันของภาคประชาชนในกระบวนการกำหนดนโยบายบายสาธารณะแต่ละขั้นตอน และเชื่อได้ว่าจะเป็นแนวทางในการผลักดันให้ภาคประชาชนในแต่ละพื้นที่ได้เรียนรู้ และปรับเปลี่ยนบทบาทผู้กำหนดนโยบายจากภาครัฐมาเป็นภาคประชาชน เพื่อให้นโยบายเป็นของประชาชนอย่างแท้จริง
