จากการที่สมเด็จพระเทพรัตนราชสุดาฯ ส

จากการที่สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ได้เสด็จมาทรงเยี่ยมราษฎรในบริเวณพื้นที่บ้านบางมะนาว หมู่ที่ 1 ตำบลกะลุวอเหนือ อำเภอเมือง จังหวัดนราธิวาส ทรงมีพระราชดำริให้มีการปรับปรุงด้านต่างๆ ทั้งทางด้านเศรษฐกิจ การศึกษา วัฒนธรรมและการส่งเสริมการท่องเที่ยว ซึ่งในด้านการส่งเสริมการท่องเที่ยวนั้น สำนักงานป่าไม้ปัตตานีได้สนองพระราชดำริดังกล่าว โดยทำการสำรวจพื้นที่บริเวณป่าสงวนแห่งชาติพิเศษ ป่าเขาตันหยง ในพื้นที่บริเวณนอกเขตพระราชฐานพระตำหนักทักษิณราชนิเวศน์ เพื่อจัดตั้งเป็นวนอุทยานมีเนื้อที่ประมาณ 23,278.25 ไร่ และตั้งชื่อว่า วนอุทยานอ่าวมะนาว โดยกรมป่าไม้ได้ขึ้นทะเบียนเมื่อวันที่ 21 เมษายน 2536
ต่อมาเมื่อ ดร. ปลอดประสพ สุรัสวดี (อธิบดีกรมป่าไม้ในขณะนั้น) ได้ไปตรวจราชการในท้องที่จังหวัดนราธิวาส ได้ให้นโยบายเกี่ยวกับวนอุทยานอ่าวมะนาวขณะนั้นว่า ควรดำเนินการจัดตั้งวนอุทยานอ่าวมะนาวให้เป็นอุทยานแห่งชาติทางทะเล เพราะมีพื้นที่โดยรวมประกอบด้วย ท้องทะเล และทรัพยากรธรรมชาติริมฝั่งทะเลที่สมบูรณ์ มีหาดทรายขาวสลับด้วยโขดหินที่สวยงามแปลกตา ทั้งเป็นแหล่งท่องเที่ยวที่มีชื่อเสียงของจังหวัดนราธิวาสและประเทศใกล้เคียงคือ มาเลเซีย ประกอบกับวนอุทยานอ่าวมะนาว มีอาณาเขตพื้นที่ติดต่อกับพระตำหนักทักษิณราชนิเวศน์ ซึ่งทุกๆ ปี ประมาณช่วงเดือนกันยายนถึงเดือนตุลาคม จะมีการเสด็จแปรพระราชฐานเพื่อทรงงาน ตามพระราชดำริในท้องที่ ด้านการป่าไม้ด้วย ซึ่งส่วนอุทยานแห่งชาติทางทะเลได้สนองนโยบายตามที่อธิบดี มอบหมายดังกล่าว โดยจัดส่งเจ้าหน้าที่ออกมาทำการสำรวจพื้นที่บริเวณอ่าวมะนาว และ เตรียมจัดตั้งเป็นอุทยานแห่งชาติต่อไป และในปี พ.ศ. 2544 ดร. ปลอดประสพ สุรัสวัสดี (อธิบดีกรมป่าไม้ในขณะนั้น) ได้ตั้งชื่อให้ใหม่เพื่อเป็นเกียรติว่า “ อุทยานแห่งชาติอ่าวมะนาว – เขาตันหยง ”
อุทยานแห่งชาติอ่าวมะนาว – เขาตันหยง เป็นอุทยานแห่งชาติเตรียมการประกาศที่ได้ผนวกรวบรวมพื้นที่ที่มีความอุดมสมบูรณ์ และความสวยงามของธรรมชาติ ซึ่งประกอบไปด้วยสภาพของหาดทรายขาวสลับด้วยโขดหินน้อยใหญ่บริเวณริมทะเล และสภาพอันแปลกตาของพันธุ์ไม้ป่าชายหาดที่มีรูปทรงแปลกตาในพื้นที่บ้านบูกิตอ่าวมะนาว หมู่ที่ 12 ต. กะลุวอเหนือ บริเวณอ่าวมะนาว อ. เมือง จ. นราธิวาส และ มีความหลากหลายของพันธุ์ไม้มาก โดยมีเนื้อที่ในการเตรียมจัดตั้งเป็นอุทยานแห่งชาติ ประมาณ 23,278.25ไร่
