ความเป็นมา :
ผืนป่าฮาลา-บาลา เป็นป่าดิบขึ้นที่มีความอุดมสมบูรณ์ที่สุดแห่งหนึ่งในประเทศไทย และมีแนวเขตป่าเชื่อมติดต่อกันเป็นผืนใหญ่ระหว่าง จังหวัดยะลา นราธิวาส และประเทศมาเลเซีย ป่าฮาลา-บาลา เป็นป่าดิบชื้นในเขตภูมิศาสตร์อินโดมาลายัน อยู่ในอนุภาคซุนดา เป็นพื้นที่ป่าที่มีความหลากหลายทางชีวภาพที่ต่างไปจากพื้นที่ป่าในเขตอื่นของประเทศไทย ในปัจจุบันผืนป่าแห่งนี้กําลังถูกคุกคามและถูกบุกรุกทําลายอย่างรวดเร็ว เนื่องจากความต้องการพื้นที่ทํากินจึงจําเป็นอย่างยิ่งที่จะต้องมีการอนุรักษ์ คุ้มครอง ก่อนที่แหล่งพันธุกรรมทางชีวภาพที่สําคัญของชาติจะถูกทําลายต่อไปโดยไม่มีโอกาสกลับคืนมาได้อีก การบริหารจัดการที่นําไปสู่การมีส่วน ร่วมเป็นมิตรและเห็นความสําคัญของการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม สามารถดําเนินการได้โดยการเสริมสร้างความรู้ความเข้าใจและความตระหนักถึงคุณค่าของทรัพยากรที่มีอยู่
การส่งเสริมและพัฒนาพันธุ์ไม้ป่าดิบชื้นที่มีศักยภาพ ในการพัฒนาให้เป็นพืชเศรษฐกิจ สําหรับสนับสนุนและส่งเสริมให้ประชาชนนําไปขยายพันธุ์และจำหน่ายในเชิงพาณิชย์ควบคู่กับการพักผ่อน หาความเพลิดเพลินและสัมผัสกับธรรมชาติที่แท้จริง ซึ่งจะเป็นแนวทางหนึ่ง ที่จะมาช่วยสร้างจิตสํานึกให้นิสิต นักศึกษา และประชาชนทั่วไป เข้ามามีส่วนร่วมในการอนุรักษ์และหวงแหนทรัพยากรธรรมชาติเป็นรูปธรรมและยั่งยืนต่อไป

วัตถุประสงค์ของโครงการ :

๑) เพื่อให้ศูนย์การอนุรักษ์และรวบรวมพันธ์ไม้ ป่าดิบชื้นที่มีค่าทางเศรษฐกิจโดยเฉพาะพืชสมุนไพร พืชกินได้ ไม้ดอกไม้ประดับ และพืชอื่นๆ
๒) เพื่อเป็นแหล่งในการศึกษาและพัฒนาศักยภาพของพันธ์ไม้ที่มีค่าทางเศรษฐกิจให้สามารถนําไปใช้
ประโยชน์ได้สูงสุด
๓) ผลิตกล้าไม้เพื่อแจกจ่ายให้ราษฎรนําไปปลูกขยายผลในพื้นที่ของราษฎร
