๒. การสร้างโอกาสทางการศึกษาในสังคมไทย จะต้องให้ความสำคัญกับการสร้างความเท่าเทียมและเป็นธรรม โดยการน้อมนำแนวทางการพัฒนาระบบการจัดการศึกษาของพระบาทสมเด็จพระเจ้าอยู่หัวและเทคโนโลยีสารสนเทศเพื่อการศึกษาสมัยใหม่เข้ามาประยุกต์ใช้ เพื่อเป็นการส่งเสริมให้ประชาชนทุกกลุ่มได้มีโอกาสเข้าถึงองค์ความรู้ได้โดยสะดวก และสามารถพัฒนาและประยุกต์ใช้องค์ความรู้ในการดำเนินชีวิตได้อย่างต่อเนื่อง รวมทั้งเป็นการยกระดับคุณภาพการศึกษาอย่างเท่าเทียม
