ประเทศไทยได้เผชิญกับปัญหา ยาเสพติด มาเป็นเวลาช้านาน รัฐบาลในแต่ละยุคได้ดำเนินการแก้ไขปัญหายาเสพติดมาตลอด จนกระทั่งใน พ.ศ. 2501 คณะปฏิวัติภายใต้การนำของจอมพล สฤษดิ์ ธนะรัชต์ ได้ออกประกาศคณะปฏิวัติฉบับที่ 37 ลงวันที่ 9 ธันวาคม 2501 ให้เลิกการสูบฝิ่นทั่วราชอาณาจักรโดยมีการเผาทำลายฝิ่นและอุปกรณ์การสูบฝิ่นที่ท้องสนามหลวงในคืนวันที่ 30 มิถุนายน 2502 หลังจากนั้นปี พ.ศ. 2504 รัฐบาลได้จัดตั้ง “คณะกรรมการปราบปรามยาเสพติดให้โทษ” ใช้ชื่อย่อว่า ปปส. สังกัดสำนักนายกรัฐมนตรีโดยมีอธิบดีกรมตำรวจเป็นประธาน และมีผู้แทนจากทุกส่วนราชการที่เกี่ยวข้องเป็นกรรมการ
ต่อมาในสมัยนายธานินทร์ กรัยวิเชียร เป็นนายกรัฐมนตรีรัฐบาลได้เล็งเห็นว่า การปราบปรามยาเสพติดไม่สามารถแก้ไขได้โดยการดำเนินการเฉพาะกรมตำรวจฝ่ายเดียว จึงได้เสนอร่างพระราชบัญญัติป้องกันและปราบปรามยาเสพติด พ.ศ. 2519 ต่อสภาปฏิรูปการปกครองแผ่นดิน และประกาศใช้เป็นกฎหมายเมื่อวันที่ 16 พฤศจิกายน 2519
ตั้งแต่นั้นเป็นต้นมา การแก้ไขปัญหายาเสพติดของประเทศไทยก็ได้ดำเนินไปอย่างมีแบบแผนและเป็นระบบที่ดีขึ้น พระราชบัญญัติดังกล่าวได้กำหนดให้มีคณะกรรมการป้องกันและปราบปรามยาเสพติดหรือเรียกชื่อย่อว่า ป.ป.ส. โดยมีนายกรัฐมนตรีเป็นประธาน และจัดตั้งสำนักงาน ป.ป.ส. ขึ้นเป็นหน่วยงานกลางรับผิดชอบโดยตรง มีฐานะเป็นกรม กรมหนึ่งในสำนักนายกรัฐมนตรี มีหน้าที่ประสานงานกับหน่วยงานที่เกี่ยวข้องกับการป้องกันและปราบปรามยาเสพติดทั้งในประเทศและต่างประเทศ
ผลจากปัญหายาเสพติด ได้ก่อให้เกิดความเสียหายร้ายแรงต่อมวลมนุษยชาติทั่วโลก ประเทศต่างๆ ทั่วโลกจึงได้พยายามร่วมมือกันเพื่อหาทางหยุดยั้งปัญหายาเสพติด ดังนั้นในการประชุมระหว่างประเทศว่าด้วยการใช้ยาในทางที่ผิด และการลักลอบใช้ยาเสพติด (International Conference on Drug Abuse and llicit Trafficking ICDAIT) ซึ่งจัดขึ้นที่กรุงเวียนนา ประเทศออสเตรีย ระหว่าง วันที่ 17-26 มิถุนายน 2530 ที่ประชุมได้มีมติให้เสนอสมัชชาใหญ่สหประชาชาติขอให้กำหนดวันที่26มิถุนายนของทุกปีเป็นวันต่อต้านยาเสพติดซึ่งที่ประชุมสมัชชาใหญ่องค์การสหประชาชาติได้มีมติเห็นชอบตามข้อเสนอดังกล่าวในการประชุมเมื่อเดือนธันวาคม พ.ศ. 2530
ประเทศไทย สำนักงาน ป.ป.ส.ในฐานะหน่วยงานกลางที่รับผิดชอบเกี่ยวกับการป้องกันและแก้ไขปัญหายาเสพติดในประเทศมาโดยตลอด ได้นำมติเรื่องวันต่อต้านยาเสพติดขององค์การสหประชาชาติเสนอต่อคณะรัฐมนตรีในการประชุมเมื่อวันที่ 14 มิถุนายน 2531 ซึ่งที่ประชุมคณะรัฐมนตรีได้มีมติให้กำหนดวันที่ 26 มิถุนายน ของทุกปี เป็นวันต่อต้านยาเสพติดโดยเริ่มตั้งแต่ปี พ.ศ. 2531เป็นต้นมา
กิจกรรมที่จัดขึ้นในวันต่อต้านยาเสพติดส่วนใหญ่เป็นกิจกรรมด้านป้องกัน เช่นการเดินรณรงค์ต่อต้านยาเสพติด การจัดนิทรรศการการเผยแพร่ประชาสัมพันธ์ผ่านสื่อมวลชน การจัดสัมมนาทางวิชาการ เป็นต้น
ในฐานะที่ประเทศไทยถือว่ายาเสพติดเป็นปัญหาสำคัญปัญหาหนึ่ง ดังนั้นทุกองค์กรไม่ว่าจะเป็นหน่วยงานภาครัฐบาลหรือเอกชนควรจะร่วมมือกันในการป้องกันและแก้ไขปัญหายาเสพติด โดยร่วมกันจัดกิจกรรมตามกำลังความสามารถเพื่อช่วยให้คนรุ่นใหม่ได้ปลอดพ้นจากปัญหายาเสพติดและช่วยให้ผู้ที่ได้ตกเป็นทาสยาเสพติดได้มีโอกาสกลับเข้ามาอยู่ร่วมในสังคมอย่างปกติสุข
